(ANSA) – GENOA, MAY 10 – Someone from the Presidency of the Council of Ministers raised doubts and doubts about the 30-year extension for the management of the Bulk Terminal at the port of Genoa. This is what emerges from the investigation papers that shook the Liguria region and brought president Giovanni Toti under house arrest. The episode dates back to 30 November 2021 and on the phone are Giorgio Carozzi – the representative of the Municipality of Genoa on the Committee who had always expressed his opposition to an extension of more than 10/15 years – and a certain Antonio whose mobile user, we read in the investigation papers, it is registered to the Presidency of the Council. Carozzi had previously sent the draft of the resolution to Antonio “to obtain his opinion”. And the opinion of the interlocutor of the Prime Minister’s Office is clear. Antonio, the judge writes, “expressed strong doubts about the legality of the clause (“the conditions are not good, I’m already telling you, everything you said is confirmed and from a first analysis there is a bad smell because it is not a clause compliant with the law of law…not at all”….”the clause, the one highlighted in red, is not at all in accordance with the law, what they wrote…”)”. For this reason he advised Carozzi “to vote in the negative (“in my opinion it should be voted negative or auctions…”)”. Furthermore, the judge continues, “the interlocutor interpreted the clause as deliberately written in such a way as to place the concessionaire in an advantageous position compared to competitors, in the case of a possible tender to take over the bulk area for the management of new container traffic (“the port authority wrote it but there is a future clause for whoever has the concession and for whoever should take over tomorrow, understand? I’ll give you the concession and I’ll take it away from you whenever I want but who will take back the the area will have to give the concessionaire some money so the port authority stays out of it, rightly, they are not stupid eh, they come out clean right?” “…who in your opinion, however, will be able to participate in a possible tender or could compete in one concession of that area? No one, if not themselves, they wrote it down and they take it…” … “in my opinion it’s something truly… it’s not borderline, it’s beyond delinquent, in my opinion… “). Clear words to which Carozzi replied by explaining that the pressure exerted on him was strong and therefore he then voted in favour. (HANDLE).
