The principle of creating this international network in 2024 appears in a joint commitment made by Morocco, Paraguay and Portugal, on the occasion of the celebration in Geneva of the 75th anniversary of the Universal Declaration of Human Rights.
The Asuncion seminar, which takes place on May 8 and 9, will bring together experts from around the world to examine the role of national mechanisms for the promotion and protection of human rights.
It is a continuation of the first seminar in Marrakech, which was sanctioned by the adoption, in December 2022, of the “Marrakech Declaration”. This document emphasized the importance of creating and consolidating similar mechanisms for the implementation, preparation and monitoring of human rights reports.
The Asuncion conclave set itself the objective of establishing an international network of these national mechanisms, which was at the top of the recommendations of the “Marrakech Declaration”.
In Morocco, the interministerial delegation for human rights, in coordination with its peers from Paraguay and Portugal, focused on the preparation of an architectural project for this international network, with the aim of submitting it to the discussion in Asuncion with a view to its adoption.
This initiative coincides with Morocco’s presidency of the UN Human Rights Council for the year 2024, in the person of the Kingdom’s permanent representative to the United Nations in Geneva.
The creation of such an international network aims to institutionalize cooperation, partnership, dialogue and exchange of expertise and experiences between national implementation, reporting and monitoring mechanisms in the field of human rights. the man.
These national mechanisms are a key tool for coordinating the preparation of information, promotion, monitoring and implementation of human rights commitments at the level of each country.
The Asuncion meeting will be structured around plenary sessions and panel discussions that will cover topics, such as management systems for different types of national mechanisms; identification of cooperation and technical assistance opportunities for the exchange of experiences; strengthening the participation of civil society; the inclusion of local governments and legislative bodies in the implementation of human rights recommendations.
