The new restriction is part of a plan to minimize the use of vehicles in Makkah and Madinah and other holy places during Hajj. The Transport Authority has received an instruction from the Saudi Ministry of Interior in this regard. Five main suggestions have been put forward to be implemented during the next Hajj.

Pilgrims should not be drivers of vehicles prepared by service agencies for pilgrims to travel to holy places.
Vehicles carrying less than twenty-five persons driven by those wearing Ihram should be stopped at the entrances to sacred places. These vehicles must park or return to the lot near the entrance.
