Trailer manufacturers ask for more subsidy to offset scrap fees

The Spetsavtoprom Association asked Prime Minister Mikhail Mishustin to allocate an additional 10 billion rubles in 2023. for the payment of subsidies to manufacturers of trailers. Spetsavtoprom includes more than 80 enterprises producing self-propelled, special and road construction equipment. The letter states that the subsidy is provided to enterprises “in amounts equal to the salvage fee that the company must pay.”

Recycling fee is a one-time payment for the future disposal of equipment, which is positioned as an environmental one. It is paid for each vehicle based on the base rate (for trailers – 150,000 rubles), multiplied by a coefficient depending on the type of vehicle, weight, age and engine size.

Since the beginning of 2023, collection rates have been increased several times (Vedomosti wrote about this on November 2). In particular, the coefficients (by which the base rate is multiplied) for new full trailers, semi-trailers and trailers with a central axle increased from 0.64 to 4, for the same equipment older than three years – from 8.05 to 13.5. As a result, the size of the salvage collection for trailers, according to Denis Kudryavtsev, general director of Spetsavtoprom, has increased “by more than 6 times.”

The utilization fee is increased to protect importers from dumping, the Ministry of Industry and Trade explained earlier. Russian producers have been paying it since 2014. But at the same time, industrial subsidies were introduced for domestic factories, which de facto compensate for the waste collection.

“According to preliminary data, 2.5 billion rubles have been allocated in the budget for the payment of subsidies to trailer equipment manufacturers in 2023,” the letter to Mishustin says. But this money, Spetsavtoprom believes, taking into account the debts accumulated by manufacturers of trailers and the increase in salvage rates in 2023, “will quickly run out.” That is, the association fears that the money allocated for this year in the budget will not be enough for all manufacturers. Deputy head of the Ministry of Industry and Trade Albert Karimov, in a response letter to Gartung dated February 3 (Vedomosti has it), indicated that 12.5 billion rubles were provided for the payment of subsidies in 2023. “manufacturers of both self-propelled and trailed vehicles.” A representative of the Ministry of Industry and Trade specified to Vedomosti that “there is no separate limit for trailers.”

The volume of production of trailers and semi-trailers in 2023, according to Spetsavtoprom, will be more than 20,000 units (+5%). According to Kudryavtsev, about 12.5 billion rubles will be required to pay the salvage fee this year.

Kudryavtsev also recalls that the Ministry of Industry and Trade has not yet paid part of the subsidies as part of the compensation for salvage fees for 2022, they are planned to be transferred by the end of February (this is confirmed by a representative of the Ministry of Industry and Trade). At the end of the year, enterprises did not receive subsidies for 1.9 billion rubles. The letter to the government says that late payment of subsidies provokes a “difficult financial situation” of enterprises, forcing them to reduce production volumes and allowing foreign manufacturers to take over the market. Now, according to the association, imported trailers and semi-trailers account for about 35% of the Russian market, the rest is occupied by domestic equipment (it is produced by fifty enterprises).

Natalya Valkova, financial director of the Grunwald semi-trailer manufacturer, told Vedomosti that the company did not receive about 177 million rubles. industrial subsidies for 2022. At the same time, the enterprise itself has already paid 200 million rubles to the budget. salvage. According to Valkova, in 2023 the company will have to pay about 1.2 billion rubles. salvage.

According to her, if the company does not receive state support, the price of semi-trailers may increase by an average of 600,000 rubles, or about 20% excluding VAT. “For now, we are keeping prices at last year’s levels,” she added. The average price of a trailer, according to Spetsavtoprom, is 4 million rubles.

The director of the TTM Center trailer manufacturer, Alexander Kudinov, also confirmed to Vedomosti that subsidies for 2022 have not been paid in full. Of the 135 million rubles. of the salvage fee paid, according to him, only 70 million rubles were compensated. The top manager, like Valkova, talks about the “inevitable rise in price” of trailers, but does not indicate by how much. Kudryavtsev predicts an increase in the price of domestic trailers in the absence of subsidies from 20 to 50% for various types.

SBS Consulting Project Manager Dmitry Babansky calls Spetsavtoprom’s proposals “adequate”. The industry, according to the expert, is now under pressure from competitors from Asian countries. “Increasing support for domestic factories and stimulating demand for trailers is a necessary solution,” Babansky believes. In his opinion, the government should also think about measures to restrict imports.

“Russian manufacturers of special equipment found themselves in a difficult situation,” agrees General Director of Infoline-analytics Mikhail Burmistrov. Since domestic enterprises have a need for foreign spare parts (with the supply of which there are problems due to sanctions. – Vedomosti), according to the expert, this makes them less competitive compared, for example, with Chinese factories. “Despite the difficult situation with the state budget of the Russian Federation, support for machine-building enterprises will form a good potential for economic growth,” the expert sums up.
