Tsokov withdrew the controversial texts that banned Shkolo and other external electronic journals

Minister of Education and Science Prof. Galin Tsokov ordered to stop public discussion of Ordinance No. 8 of 2016 on the information and documents for the preschool and school education system and to remove the texts.

The disputed texts provided that the schools would only use the state platform for electronic diaries NEISPUO from the academic year 2025/26. Currently, educational institutions use private platforms such as “School” and “AdminPlus”, for which they pay a subscription. They were published for public comment and were met with criticism from the sector.

The reasons for the Minister’s decision are that such a proposal can only be made after a detailed preliminary discussion with all interested parties, taking into account the opinion of parents, teachers and principals. This was announced by the press center of the Ministry of Education and Science (MES). After removing the controversial texts, the ordinance will be published again for public discussion.

The planned changes also caused dissatisfaction among the principals on the eve of the school year.

From the academic year 2022/2023, the new integrated management system was introduced in Bulgarian education, and this was the National Electronic Information System for Preschool and School Education (NEISPUO). The system contains all the information about our educational system – about the number of students in the schools, about their absences, about the norms of the teachers and others. The information from the electronic diaries of the schools to which the schools have switched is also received in NEISPUO.
