Tuscany’s New Regional Council: A Shift in Power dynamics

The composition of Tuscany’s regional legislative assembly is taking shape, revealing a landscape of confirmations, returns, new faces, and notable exclusions. The Democratic Party, once holding a commanding majority, will now navigate a more fragmented political environment, requiring coalition building to govern effectively.

During the night, the new regional council of Tuscany was officially determined, pending final approval from the Court of Appeal expected within approximately ten days. The council will consist of 25 seats for the majority coalition and 16 for the opposition, excluding the seats reserved for presidential candidates Eugenio Giani and Tomasi.

center-Left Dominance, But Diminished Authority

Currently, the Democratic Party has secured 16 seats, including the confirmation of President Eugenio Giani. the civic list “Eugenio Giani President – Reformist House” will hold 4 seats, while the Greens and Left Alliance will have 3, and the 5 Star Movement will have 2.

The council will also see the return of Brenda Barnini, former mayor of Empoli, representing the reformist wing of the party. In Pisa, polling indicated support for antonio Mazzeo, while in Florence, Andrea Vannucci secured a seat, though Cristina Giachi was notably excluded, alongside Silvia News of Avs.

Lorenzo Falchi of the left wing experienced a surge in preferences, alongside newcomers Diletta Fallani and Massimiliano Ghimenti.The House of Reformists will be represented by former councilor Stefania Saccardi, Francesco Casini – former mayor of Bagno a Ripoli and city councilor in Florence – regional coordinator of +Europa Federico Eligi, and Vittorio Salotti. The 5 Star Movement will be represented by the reconfirmed Irene Galletti and newcomer Luca Rossi Romanelli, who secured a seat in Florence.

This new composition represents a shift from the previous council, which was dominated by just two lists. The expanded representation, now encompassing four lists, is anticipated to present new challenges to governability. Avs celebrated their entry into Palazzo del Pegaso, while the “Tuscany Rossa” list, led by Antonella Bundu, fell short of the required 5% threshold and will not be represented, though they are preparing to appeal the decision.

Center-Right Gains Ground

On the center-right, Fratelli d’Italia secured 12 seats, while Forza Italia won 2, and the League obtained a single seat – a significant decline from the 9 councilors they held in the previous regional elections.

Notable additions to the center-right include the return of Marcella Amadio, who previously served in the Region in 2005 for the National Alliance, Jacopo Cella, coordinator of the party in Florence, and Chiara La Porta, a parliamentarian from Prato. Forza Italia will be represented by the reconfirmed Marco Stella and former parliamentarian Jacopo Maria Ferri, returning to the Council after 15 years. For the League, Massimiliano Simoni of Vannaccio secured the sole seat, despite the party’s overall electoral setback.

Looking Ahead: Potential Shifts and Uncertainties

The current picture could evolve, depending on the outcome of potential replacements for councilors appointed as councillors, and the result of Antonella Bundu’s appeal. A successful appeal could shift a seat from Fratelli d’Italia, reducing their representation to 11 councilors.
