As it became known to Kommersant, two twin babies from the Moscow district of Perovo, forgotten by drunken parents, were saved literally by a miracle: a relative who came to visit the family, having discovered starving children, called the police to the apartment. The investigation that was launched found that the “asocial” parents are in a long-standing confrontation with the guardianship authorities – eight children have already been taken away from them, but nine months ago, replenishment happened in the family again. This time, parents are not threatened with parting with their sons, but with decent terms for “an attempt to kill two persons who were in a knowingly helpless state.”

According to Kommersant, the brother of the head of the family and the uncle of the twins came to visit the troubled dwelling on Plekhanov Street. After examining the kids and suspecting something was wrong, the relative tried to reason with their parents, and since both of them were in an inadequate state, he was forced to call the police. The law enforcement officers, in turn, turned to the Moscow Prosecutor’s Office for clarification, and the prosecutor on duty immediately went to Plekhanov’s apartment, followed by a children’s ambulance team, representatives of guardianship in the Perovo district and an investigator from the regional department of the Investigative Committee of Russia (TFR).

According to the participants of the visit, they made it on time. Hungry and obviously sick kids were in a room littered with dirty linen, leftovers and fragments of toys, abundantly covered with earth from overturned and broken flower pots. At the same time, their parents sat in the kitchen with traces of a multi-day feast and unsuccessfully tried to understand where so many “guests” in uniform suddenly appeared from. Answering questions from law enforcement officers, the mother of the twins tried to explain that the twins allegedly refused to eat due to illness and agreed to drink only juice and water.

The father could not remember at all how many children he had and in what order they were born.

The emaciated babies were eventually sent to a children’s hospital for examination. Presumably one of the boys may suffer from congenital heart disease. Their parents were taken to the investigation department of the TFR. “According to the decision of the Perovsky inter-district prosecutor, the materials of the procedural check were seized from the police and transferred to the bodies of the Investigative Committee of the Russian Federation for a procedural decision,” said Lyudmila Nefedova, an official representative of the Moscow Prosecutor’s Office. According to her, in the meantime, the oversight agency will check the work of the district guardianship authorities and “if there are grounds, will take prosecutorial response measures.”

According to the press service of the Main Investigative Directorate of the ICR in Moscow, the parents of the twins were initially suspected of torturing children and improperly fulfilling their duties of raising them (Art. 117 and Art. 156 of the Criminal Code of the Russian Federation). However, during the proceedings it was established that the husband and wife are “recidivists” in the field of violation of children’s rights. As it turned out, the couple had their first child in 2006, and since then the family has been regularly replenished, including twins born in 2018.

Meanwhile, two years later, the “long-term asocial lifestyle” couple was deprived of parental rights, and all eight of her children were transferred to guardianship authorities. This circumstance, according to Kommersant’s sources close to the district social security system, upset, but did not stop the family couple.

Last May, she gave birth to a second pair of twins and, out of habit, began to inflict “physical, mental and moral suffering” on the children.

Taking into account the recurrence of the TFR, he reclassified his early suspicions to a more serious part 2 of Art. 105 of the Criminal Code of the Russian Federation, charging the spouses with “a group attempted murder of two persons who are in a knowingly helpless state.” In the near future, the investigation will apply to the court with a request for the arrest of the accused.
