Two senators call for more women in senior public service positions

This is what two senators, the socialist Martine Filleul (North) and the centrist Dominique Vérien (Yonne), are asking for in a report published on June 21. “Today, in 2022, they lament, women still occupy only one third of positions of responsibility within the civil service, even though they represent nearly two thirds of the workforce. » A target of 40% must be set by law, they demand, and the scope of jobs should also be widened.

Today, the so-called “Sauvadet” law of March 2012 imposes a rate of 40%, but only for “primo-nominations” (first appointment to a position). This is a minimum share for each sex, in nearly 6,000 senior management and administration management jobs.

Certainly, from this point of view, the goal has been achieved since 2020. “Although slow, the progress is undeniable”, write the two rapporteurs of the delegation for women’s rights in the Senate. The rate of female first appointments increased by ten points between 2013 and 2020 (33% to 43%), “testifying to a form of acculturation to this system”.

A sham victory

But it’s a sham victory, lament Mmes Godchild and Verien. Because if the “flow” has improved, it does not show much in the “stock”. At the end of 2020, only 35% of senior management and executive positions were therefore held by women (compared to 27% in 2015).

Admittedly, this varies according to the public functions. In that which serves the State, it ranges from 27% (economy) to 46% (social affairs). “The proportion of women, note the senators, remains weaker in historically male-dominated ministries and in jobs considered the most prestigious or technical. » Of the “subjects of systemic resistance” were observed at the Ministry of Justice. Foreign affairs, the armies, the economy and the prime minister’s services are particularly behind. These four ministries also had to pay penalties in 2020 for a total of 1,080,000 euros; indeed, non-compliance with the Sauvadet law is sanctioned by a fine.

The elect greet the “voluntary actions” carried out by certain ministries (foreign or interior affairs, for example). But their results remain “weak”in particular because these are traditionally male professions (and breeding grounds), which value ” the availability “, “a wide range of hours” and an ” geographic mobility “, justified the Ministry of Transformation and Public Service. By the way, M.mes Filleul and Vérien also note that these disparities “find themselves in the remuneration”. The gap between women and men is 13%, of which 3% cannot be explained by objective reasons.
