Two Singaporean doctors and a woman face serious charges under laws penalizing the planning of a drug-fueled gathering. The trio is contesting the allegation in court, asserting that the hotel room booking made in April 2024 was spontaneous rather than premeditated.

Authorities charged two medical professionals alongside a female companion with organizing a gathering specifically intended for consuming narcotics, a crime that carries a maximum penalty of 20 years in prison and 10 strokes of the cane.
Details of the Seletar Gathering and Hotel Booking
The events leading to the criminal charges began on April 9, 2024, during a social gathering at a residential property in Seletar belonging to the parents of 33-year-old Loke Wei Kang. Singaporeans Loke Wei Kang, 33, and Lee Wei Sheng, 35, who are doctors, and Le Vie, 33, are contesting the charge, claiming that the gathering in a hotel room at Orchid Country Club was spontaneous rather than planned. When police officers turned up at the property after 10pm in response to a noise complaint, the trio decided to go somewhere else to consume drugs to de-stress.
According to court documents, Loke and Lee asked Vie if she could obtain ketamine and “happy water” through her contacts. At around 11pm, a mutual friend arrived at Loke’s home to join the gathering. The four decided to move to another location to continue drinking and catching up. Lee booked a room at Orchid Country Club for them to do so.
Disputing Premeditation in Court
While the defendants face multiple counts related to drug possession and consumption—All three have also been charged with drug possession and consumption, and they are not fighting the drug consumption charge—the core legal battle centers on the planning allegation. They said during their trial that they had made the booking for the hotel room to have a party, and decided to obtain drugs only later.
According to court documents, Vie contacted a drug supplier to purchase three packets of “happy water” and two packets of ketamine. She arranged to meet the supplier at a nearby park, and left with Lee to collect the drugs. Lee was driving Loke’s car.
When Loke, Lee and Vie wanted to consume the drugs, they realised that the two packets of ketamine they ordered were missing. The packets were later found in Loke’s car. Vie contacted the supplier again to order another two packets of ketamine, and collected the drugs at Orchid Country Club. She brought the drugs into the room for the group to consume.
Substances Involved and Legal Penalties
The substances involved in the case extend beyond single-drug possession. “Happy water” is a cocktail of controlled drugs such as ketamine, Ecstasy, methamphetamine and prescription drugs such as diazepam and tramadol.
In a 2022 report, the United Nations Office on Drugs and Crime warned that the effects of consuming drug products like “happy water” can be unpredictable and dangerous. They said most overdoses, including fatal ones, involved the use of more than one type of drug.
The legal consequences facing the accused are severe. Planning a gathering for the consumption of drugs carries a minimum sentence of three years’ jail, alongside the maximum potential penalty of 20 years and 10 strokes of the cane. Drug consumption carries a minimum sentence of one year’s jail.
Police Raid and Ongoing Trial Timeline
The gathering was abruptly cut short at about 3.50am when police officers raided the room and arrested the four of them. Court documents do not state if the fourth person has been charged.
The ongoing legal proceedings are scheduled to continue when the trial continues on July 30.
