Riverside, California – December 30, 2025 1:00 AM PST – Former child actor Tylor Chase is once again facing homelessness in Riverside, and local police say their hands are tied by California law when it comes to providing long-term care. The situation highlights the challenges of assisting individuals struggling with mental health and substance abuse issues within the constraints of the legal system.

A System Hampered by legal Limitations

Tylor Chase, known for his roles in “Ned’s Declassified School Survival Guide” and “Mighty Ducks,” is currently living on the streets. According to Riverside Police Department spokesman Ryan Railsback, officers are deeply concerned for Chase’s well-being but are limited in what they can do.

Recent Intervention Fell Short

Shaun Weiss, the “Mighty Ducks” star and a vocal advocate for Chase, revealed that a recent mental health crisis team placed Chase in a 72-hour involuntary psychiatric hold. However, he was released back onto the streets once the hold expired. Video footage obtained Monday showed Chase taking a nap on a stoop.

Railsback explained that police are unable to intervene further unless Chase is deemed gravely disabled or a danger to himself or others. “We can’t help Tylor – legally speaking – because he’s not considered gravely disabled or a danger to himself and others. That’s why they could only hold him for the 72 hours,” he stated.

A Complex Situation with Limited Options

Adding to the complexity, Railsback noted that Chase consistently declines offers of assistance from authorities to enter a treatment facility.”Homelessness is not a crime,” Railsback emphasized, underscoring the legal limitations faced by law enforcement.

Furthermore, even if Chase were arrested for possession of narcotics or drug paraphernalia, any resulting charges would likely be misdemeanors, leading to a swift release with a court summons. “And get this … Railsback says even if police arrested Tylor for possessing certain narcotics or drug paraphernalia, the charges would be misdemeanors and he would be released soon after receiving a summons.”

Chase has reportedly been experiencing homelessness in Southern California for some time, and has allegedly been struggling with meth addiction. Railsback concluded, stating that the police are doing everything they can within the bounds of the law, but ultimately, “We can’t kidnap him.”
