Despite the West’s cooperation in imposing sanctions on Russia for the invasion of Ukraine, Moscow has increased the means to avoid them, mainly thanks to a “ghost fleet of oil tankers”, according to a UK parliamentary report published this Wednesday (31, Tuesday night in Brasília).
“We are concerned by the increasing evidence that Russia was able to evade sanctions, mainly through third countries and ghost tanker fleets,” said the House of Lords European Affairs Committee, which was responsible for writing the report.

Western countries have adopted many sanctions to undermine Russia’s oil revenues, including an oil embargo, a cap on Russian oil prices, a ban on companies based in European Union and G7 countries and Australia from offering services. for maritime transport (commerce, freight, carriers, insurance, etc.) and a similar mechanism for petroleum products.
To avoid these sanctions, Moscow has reduced its dependence on Western maritime services and built a “ghost fleet” of freighters, buying old boats for which it offers its own insurance services, the report indicates.
According to the Kiev School of Economics (KSE), “179 tankers full of the Russian ghost fleet departed Russian ports in November 2023.”
In October of this year, around 2.3 million barrels of oil per day and 800,000 barrels of oil products per day were exported thanks to this ghost fleet, indicated the KSE in its “Russian Oil Tracker” report, published in December 2023.

Furthermore, the parliamentary report points out the “gaps and failures due to divergences between sanctions regimes, which weakens their effectiveness” and urges “limiting them as much as possible”.
