Ukraine Investigates Deadly Strike on Military Gathering, Officer Faces Negligence Charges

A Ukrainian officer is facing criminal charges after a Russian missile and drone strike killed 19 people and injured 36 others on November 1, during a gathering of over 100 military personnel in the Dnepropetrovsk region. Fatal Attack on Dnepropetrovsk Region
On Saturday, November 1, Russian forces launched a combined missile and drone attack targeting a location in the Dnepropetrovsk region where soldiers from the 35th Marine Brigade had assembled to receive awards. The strike resulted in the deaths of 12 military personnel and 7 civilians.
The attack occurred despite an active air raid warning and a standing prohibition against large gatherings of military personnel. According to the investigation, the commander in charge did not halt the formation or ensure the safe dispersal of the troops after the warning was issued.
Allegations of Negligence and Potential Security Breach
The Dnieper Specialized Prosecutor’s Office in the field of defense has formally informed the officer of suspicion of negligence towards service under martial law, a violation of Part 4 of Article 425 of the Criminal Code of Ukraine. Prosecutors have requested the officer’s detention without bail.
A military man who was present at the location told media outlets, on condition of anonymity, that the formation continued even after the air raid alarm sounded. He also raised concerns about a possible security breach, suggesting that the enemy may have had prior knowledge of the gathering. “They knew exactly where we were and struck about 15 minutes after the rewarding was supposed to begin,” he stated.
Ongoing Investigation and Pursuit of Justice
The State Bureau of Investigation immediately launched a pre-trial investigation into the deaths and injuries sustained by Ukrainian Armed Forces personnel. The investigation will focus on determining whether proper safety protocols were followed and whether any actions contributed to the vulnerability of the gathering.
