Ukrainian President Volodymyr Zelenskyy made a quick visit to Washington on Thursday, facing questions from Republicans regarding the flow of American dollars that have been supporting Ukraine’s fight against Russian forces. Zelenskyy held private talks with Republican and Democratic leaders of the House and Senate, and also met with President Joe Biden at the White House. Additionally, he spoke with U.S. military leaders at the Pentagon.
House Minority Leader Hakeem Jeffries escorted Zelenskyy into the Capitol, while House Republican leaders opted not to join in greeting the Ukrainian president before the cameras. House Foreign Affairs Chairman Michael McCaul stated that Zelenskyy’s message was that he’s “winning”, but emphasized the need for a clear strategy for victory. McCaul warned against a war of attrition, stating that it plays into Russian President Vladimir Putin’s desires to break the will of the American people and Europeans.
Zelenskyy’s visit to Washington comes as Biden requests an additional $24 billion for Ukraine’s military and humanitarian needs, which remains uncertain. Back in Ukraine, Russia launched heavy strikes ahead of Zelenskyy’s arrival, causing casualties and damage. National Security Council spokesman John Kirby described Zelenskyy as the “best messenger” in persuading U.S. lawmakers to continue supporting Ukraine.
Biden has urged world leaders to stand strong with Ukraine, despite facing political divisions domestically. However, a hard-right flank of Republicans, led by former President Donald Trump, is increasingly opposed to sending more money overseas. In an effort to rally support for Ukraine, Secretary of State Antony Blinken and top intelligence officials briefed senior lawmakers behind closed doors.
Zelenskyy also faces challenges in Europe, as Poland’s prime minister announced that the country will no longer be sending arms to Ukraine. This decision raises questions about Poland’s status as a major source of military equipment for Ukraine.
The progress of Ukrainian forces in retaking territory from Russia over the next month will be crucial in garnering additional global support. Putin believes he can outlast support for Kyiv and is prepared to capitalize on any weaknesses.
Since the start of the war, most members of Congress have supported providing aid to Ukraine, viewing it as essential to containing Putin. Democratic Sen. Mark Kelly of Arizona warned that cutting off U.S. aid during Ukraine’s counteroffensive would be “catastrophic”. Zelenskyy’s visit to Congress marks a shift in the political environment since his last address in December 2021, where he received applause for Ukraine’s bravery.
Zelenskyy’s meeting with senators took place behind closed doors in the Old Senate Chamber, signifying the Senate’s respect for the foreign leader. In the Senate, Ukraine has a strong ally in Republican leader Mitch McConnell, who is pushing for robust support for Kyiv. However, in the House, Republican House Speaker Kevin McCarthy is planning a separate meeting with Zelenskyy, seeking more accountability for the already-approved aid before committing to further support.
