UN Secretary-General highlights Morocco’s cooperation with UN human rights mechanisms

He notably highlighted Morocco’s positive interaction with the Universal Periodic Review (UPR) mechanism, indicating that the Human Rights Council (HRC) adopted the results of the 4th cycle of Morocco’s UPR.

In this regard, it should be recalled that the adoption of Morocco’s report on March 24, 2023, took place at a time when it is sitting for a third term within the CDH, following its re-election with an overwhelming majority. The adoption of Morocco’s UPR report also crowns the many strategic reforms implemented by the Kingdom in favor of the promotion and protection of human rights, in accordance with the High Guidelines of His Majesty King Mohammed VI.

In addition, Mr. Guterres highlighted Morocco’s interaction with the UN Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families. It is important to note that during the examination of Morocco’s 2nd periodic report on the implementation of the Convention in this area, in March 2023, Morocco’s migration policy was widely praised by most members of the said committee, who appreciated the multidimensional approach established by Morocco to manage this issue within the framework of a proactive and humane national policy, which respects human rights, in accordance with the vision of His Majesty King Mohammed VI.

Mr. Guterres did not fail to emphasize, in his report, Morocco’s full cooperation with thematic mandate holders under the special procedures of the HRC. This mention reinforces the voluntary, constructive and sustained interaction in which the Kingdom is engaged with the UN human rights system, in all its components, including the mandate holders responsible for human rights. It should be recalled that in recent years, more than 13 UN mandate holders have visited Morocco, including the Moroccan Sahara. In this respect, Morocco is by far the country that has received the greatest number of visits from special human rights procedures in the region.

Mr. Guterres also referred to the information communicated by the National Human Rights Council (CNDH) of Morocco to the Office of the High Commissioner for Human Rights on 23 July 2023, relating to its activities to promote and protect human rights and fundamental freedoms in the southern provinces of the Kingdom, in particular through its regional commissions in Laayoune and Dakhla. The report further mentioned the activities of the National Mechanism for the Prevention of Torture and the Mechanism for Redress and Monitoring of Children’s Rights in Morocco.

It should be recalled that the Security Council, in all its resolutions, refers to the role of the regional Commissions of the CNDH, in Laayoune and Dakhla, in the promotion and protection of human rights.

The UN Secretary-General wished to present in his report Morocco’s efforts in the promotion and protection of human rights, in particular those deployed by the Kingdom to ensure the best conditions of detention and guarantees of due process, the activities of the CNDH and the protection and promotion of economic, social and cultural rights arising from the new development model in the Moroccan Sahara.
