This is what generated the beginning of the short Government of Daniel Noboa. Optimism because there is a new political approach and it is a president who would have clear intelligence and sufficient will to face the current very complex situation: a fiscal deficit of 5 billion dollars and assaults and murders that have reached overwhelming levels. And uncertainty, because there is a secret pact with Correism and the PSC, which, except for its authors, no one knows its content and scope. And, because, in addition – and very important – the basic lines of government are not known, essential to know the orientation of these 15 months of administration and its eventual extension until 2029.
Added to the above are some first government acts that generate uncertainty. Among these, the disagreement with Vice President Abad, which led to her virtual confinement in Tel-Aviv, with an almost impossible mission: to cooperate in the restoration of peace between Hamas and Israel, a conflict in which the interests of the leading world powers. The replacement of the current representative at the United Nations, Hernán Pérez Loose – a Harvard lawyer with extensive knowledge of public international law – on the eve of December 1, when Ecuador will assume the presidency of the Security Council. The hesitations about the Ministry of Finance, in circumstances that demand a person with sufficient experience and international contact to obtain emerging credits from multilaterals, and face the enormous fiscal deficit and illiquidity left by the outgoing government.
It is very complex to start a government when the election was surprising and there is no support and cadres of an organized political party; Therefore, we must understand the difficulties of President Noboa’s first days, but decisions appear that raise doubts about the head of state’s reactions. The tensions with the vice president should have been handled more elegantly, beyond the official’s own agenda and disloyalty.
