On December 9, under the leadership of the Minister of Defense, Colonel General Zakir Hasanov, a meeting of the board of the Ministry of Defense on the results of 2023 was held.

The meeting was attended by deputy ministers, commanders of military branches, heads of main directorates, directorates, services and independent departments of the ministry. Commanders of military formations and formations stationed in the liberated territories, as well as heads of special-purpose educational institutions, were involved in the meeting via video link.

First, a minute of silence was held to honor the memory of the National Leader of the Azerbaijani people, Heydar Aliyev, and the martyrs who gave their lives in the name of independence, sovereignty and territorial integrity of our country.

Representatives of the ministry’s leadership made extensive presentations.
The current operational situation on the conditional Azerbaijani-Armenian border, as well as issues of organizing and conducting military service, were analyzed in detail.

The speakers spoke about the measures implemented in the field of army development in 2023 in accordance with the instructions of the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev, as well as the work done to increase the combat effectiveness of personnel and improve social and living conditions.

It was noted that an analysis of the service and combat activities of the Azerbaijani army this year indicates a positive impact of the exercises on increasing the combat effectiveness of troops and the professionalism of personnel.

The meeting participants were brought to the attention of achievements in the field of increasing the capabilities and capabilities of troops, operational and combat training, intelligence services, staffing with professional personnel and in other areas.

The successes achieved in 2023 in military-technical, military-educational, military-medical and other fields thanks to reforms to bring the Azerbaijani army in line with the Turkish model were described, and events planned for the coming year were reported.

Reports were heard on engineering activities carried out in the liberated territories. It was noted that as a result of the measures taken, activities were carried out to restore communication lines, lay new supply routes, and clear some of the territory from mines and unexploded ordnance. It was noted that work in this direction will continue next year.

At the meeting of the board, a detailed talk was given about the work done this year to provide the Azerbaijani army with modern weapons and equipment, the improvement of military units in the liberated territories, the military infrastructure facilities put into operation and measures to improve the social and living conditions of personnel.

It was noted that, as in previous years, in 2023 all types of support for troops, including units serving in mountainous areas and in harsh climates, were carried out in accordance with the standards, and the necessary reserves were created.

At the meeting, it was noted that in the post-war period, the moral and psychological readiness of the personnel of the Azerbaijani army is at a high level, and the significant decrease in cases of violation of military discipline and other negative cases compared to previous years was especially emphasized. It was emphasized that the current indicators of discipline in the Azerbaijani army are higher than in the armed forces of many leading foreign countries. Confidence was expressed that new bills to increase monthly salaries and other reforms would further improve the professionalism of military personnel and improve social and living conditions.

Speaking at the end of the meeting, Colonel General Z. Hasanov brought to the attention of the board participants the tasks for 2024 set by the Supreme Commander-in-Chief for the Azerbaijani army.

The Minister of Defense noted that the high assessment of the activities of the Azerbaijani army by the President of the Republic of Azerbaijan Ilham Aliyev is a great incentive for further service.

Stressing that the Azerbaijani army, under the leadership of the Supreme Commander-in-Chief, has laid the foundations for establishing peace in the region, the minister expressed the army’s readiness to continue to carry out any tasks assigned to it.

The importance of increasing the intensity of exercises to improve the knowledge and skills of personnel and increase the combat readiness of troops was noted.

Appropriate instructions were given on combat duty and strict adherence to safety rules in daily work activities.

Colonel General Z. Hasanov set specific tasks for the relevant officials to focus on providing support for units stationed in mountainous areas in the winter and strict control over all types of reserves.

In conclusion, the Minister of Defense instructed to pay special attention to the combat training of units and the professionalism of personnel, and conveyed to the participants of the meeting his requirements in connection with the implementation of upcoming tasks for 2024.
