The Biosecurity Bureau has been working hard in recent months to develop an animation video aimed at explaining the concept of dual-use in the life sciences. This new animation is now available on the Biosecurity Bureau’s website.

Dual-use refers to research in the life sciences that can have both positive and negative applications. For example, while research on disease-causing organisms and advancements in medical, biological, and agricultural fields can greatly benefit society, there is also the potential for these same organisms to be used in the development of biological weapons, posing a threat to human health and the environment. It is crucial for researchers, biorisk professionals, and responsible authorities to carefully consider whether their work involves potential dual-use risks.

The Bureau found that there is limited awareness of dual-use and its associated terminology, as well as uncertainty regarding how dual-use relates to export control policy. To address these issues, the Bureau has created a short dual-use animation video aimed at providing clarity on what dual-use entails and how the various definitions are used. The video has been reviewed and endorsed by a sounding board group composed of national and international experts and organizations in the fields of biosecurity, biosafety, microbiology, and virology.

The hope is that the animated video will help increase awareness of dual-use and provide clear communication on the topic. The Bureau encourages the sharing and use of the animated film under the CC BY-NC-ND 4.0 license.
