Union Minister V. Muraleedharan Challenges Kerala Chief Minister: Ten Questions on State’s Financial Health & Fiscal Responsibility

Delhi: Union Minister V. Muraleedharan termed the protest in Delhi by the Chief Minister of Kerala and members of the ruling party as a political drama. A farce is going to take place in the national capital where crores are spent from the public exchequer to forget its own failures. Muralidharan pointed out that when all the MLAs, MPs and personal staff reach Delhi, it will cost at least one crore rupees.

The left uses the Goebbelsian strategy that if a lie is repeated many times it becomes true. Muralidharan criticized KN Balagopal for destroying the sanctity of the budget by including in the budget document a false figure of Rs 57,000 crore to be received from the Centre. The Union Minister challenged the Chief Minister to answer ten questions.

1. Has the 15th Finance Commission defined Kerala as the most indebted state in the country? Is it pointed out that the borrowing limit is continuously being breached? Has the Reserve Bank included Kerala in the list of the most indebted states in the country?

2. Is Kerala’s debt 39 percent of GSDP (2021-22)? If the average of the states in the country is 29.8 percent, what does this say about the economic status of a state like Kerala?

3. The white paper released by the Kerala government in 2016 clarifies that the entire state’s borrowing is for day-to-day expenses. What percentage of the current borrowing is used for capital investment for the growth of the state?

4. The 2016 White Paper stated that Kerala has failed to control expenditure and increase its own revenue. What steps have been taken to resolve this? The 12th, 13th and 14th Finance Commissions pointed out the financial mismanagement of Kerala. What was done as a solution?

5. The Kerala Public Expenditure Review Committee found that expenditure on salaries, pensions and interest had peaked in 2019. How much of your own income is spent on these expenses?

6. Who will repay the off-budget loan including KIFB? Does the KifB or pension company have its own income to repay the interest?

7. What steps did the Center take to increase its own tax revenue when it was already known that the GST compensation would end in June 2022? Why did the state wait five years to give the documents certified by the AG? Did not receive the full amount of the document?

8. Isn’t it known five years in advance how much the revenue deficit grant will be received each year? 52,345.3 crore has not been received as revenue deficit grant as per the recommendation of the 15th Finance Commission? Isn’t this the highest share in the country?

9. Welfare pension arrears of Rs.602.14 crores were settled by the Center last October (2023). Why did Joseph of Chakkittapara commit suicide?

10. Chief Minister said that 750 crores of UGC salary revision is due. It is already known that it is reimbursement. (The money spent is being returned) Why did the Kerala government not provide the documents stating that the money was paid, despite three requests to provide the documents of the payment before March 31, 2022?
