Upec recognizes the drafting group of the Communication Law

“The Social Communication Law has been the most discussed after the Constitution of the Republic of Cuba and the Family Code,” said Ricardo Ronquillo Bello, president of the Union of Cuban Journalists, at a meeting arranged by the organization with the members of the drafting group of the recently approved document.

The process of elaboration of this Law —added Rosa María Pérez Gutiérrez, president of the Cuban Association of Social Communicators ACCS— brought both organizations closer together and also required perseverance and passion. “We are aware of the day-to-day of its making, how much knowledge and scientific foundations it demanded for it to be unique, of Cuba.”

Rogelio Polanco Fuentes, head of the Ideological Department of the Central Committee of the Communist Party of Cuba and member of its secretariat, pointed out that the Law comes out at a time of transformation in the country and that it is a contribution, even, at the international level.

It also meant that it has been the first legal norm approved in this legislature and in an extraordinary session of the National Assembly, which is a sign of the political will that has accompanied it.

Likewise, he stressed that it comes out at a time when humanity faces the issue of communication with greater complexity than that of climate change. “Regulations are being requested everywhere, because it imposes anthropological changes, changes in human behavior.” Meanwhile, he foresaw that when it is published in the Official Gazette and enters into force, it is necessary to advance in the regulation.

“It has to serve us, at the same time, as an instrument for education and a culture of communication, and that people feel that they can turn to it when what it establishes is not fulfilled.” We must arrive at the Upec and ACCS congresses with the law in place, she stressed. “The country, the Revolution, appreciates your efforts to make it possible.”

In this sense, Ronquillo highlighted the support and drive of the Party in the development of the Communication Law, without which it would not have been possible.

For his part, Onelio Castillo Corderí, vice president of the Institute of Information and Social Communication (ICS), explained that this has been extensive learning and a challenge in the ability to listen and dialogue with different audiences, to recognize lights, perhaps, in a apparently far-fetched opinion. And that, in addition to the twinning of the two professional organizations mentioned, he noted the contributions of the Cuban academy in this specialty.

Rosa Miriam Elizalde, first vice president of UPEC and deputy to the National Assembly, recounted that the most emotional moment she experienced in this process was when, once the Law was approved, she went out into the halls of the Convention Center and found joy from colleagues. This law —she said— is an essential starting point in the country for ordering a tremendously complex scenario.

The first vice president of the Cuban Association of Social Communicators, Humberto Fabián, warned that it is necessary to study and have sighted a group of regulations that directly impact the Communication Law. “A legal field is coming upon us that we must dominate.”

At the meeting, Upec recognized the members of the drafting group of the Law. They are Alfonso Noya Martínez, president of the ICS; Onelio Castillo Corderí, Vice President of the same; Elsa Agüero Escobar, adviser to the president of the ICS. Also, to the Doctors in Sciences Martha Prieto Valdés, Hilda Saladrigas Medina, Maribel Brull González and Yamilé Haber Guerra; to the MsC. Humberto Fabián Suárez, Ana E. Audivert Coello, Lorayne Izquierdo O Farril, Amanda Aulan Carratalá, Ricardo Ronquillo Bello and Jorge Legañoa Alonso.
