Around Ukraine is the most significant troop mobilization in Europe since World War II. This was announced on Friday, February 18, by Ambassador Michael Carpenter, US Permanent Representative to the Organization for Security and Cooperation in Europe (OSCE) in Vienna. According to him, between 169,000 and 190,000 troops are concentrated near the country’s borders.

As the American diplomat noted, we are talking about the military in the Russian border regions, Belarus and the Crimea annexed by Russia. In addition, pro-Russian separatists in eastern Ukraine must be considered, he added.

Carpenter recommended that Moscow allow observation flights

A joint special meeting of the Permanent Council and the OSCE Forum for Security Co-operation was held on February 18 at the request of Ukraine in accordance with the Vienna Document on Confidence and Security Building Measures due to the situation with the movement of troops along the Russian-Ukrainian border. Russia was not present at the meeting. The meeting was convened by Ukraine in order to obtain clarifications on the movement of Russian troops.

Michael Carpenter recommended that Moscow allow observation flights over its territory. The purpose of such flights is to check whether troops are withdrawing as announced, the diplomat added.

Conflict over Ukraine

In recent days, the situation in the Donbass has deteriorated sharply against the background of the buildup of Russian troops near the borders of Ukraine. OSCE observers on the evening of February 16 – on the morning of February 17 recorded about 500 explosions near the line of contact in eastern Ukraine. This is several times more than the values ​​of the previous days. Kiev and the separatists accused each other of escalating tensions.

In recent months, relations between Russia and the West have sharply deteriorated due to the concentration of Russian troops on the Ukrainian border. At the end of 2021, the first reports appeared that the Russian Federation had deployed more than 100 thousand military personnel to the annexed Crimea and to the border with Ukraine. The West believes that Russia is ready for a new invasion of Ukraine, and threatens it with tough retaliatory sanctions. Moscow denies the existence of such plans and accuses Western countries of arming Ukraine and carrying out maneuvers near the borders of the Russian Federation.

A whole series of international negotiations and visits by Western politicians to Moscow in order to defuse the situation and achieve a diplomatic solution to the conflict did not bring concrete results.
