“Since the beginning of his unjustified war, Russian President Vladimir Putin has resorted to unbridled violence and has led to much death and destruction throughout Ukraine,” Blinken said. “We have seen verified reports of indiscriminate attacks and those specifically aimed at civilians, alongside other atrocities. Russian forces have destroyed residential buildings, schools, hospitals, critical infrastructure, leaving thousands of innocent civilians dead or wounded.”

He also mentioned some of the attacks recorded in Ukraine in the last month, including the attack on the hospital in Mariupol and the bombing of the theater used by the refugees in the city. “Putin’s forces have used tactics identical to those used in Chechnya and Syria, where they have bombed the cities intensively to break the will of the people. Their attempt to do so again in Ukraine has left the world in shock.”

“Every day that the Russian forces continue their brutal attacks, the number of civilians killed continues to rise,” Blinken attacked. He said more than 4,900 civilians had been killed so far across Ukraine, almost half of them residents of Mariupol.

“Today I officially announce that the US administration estimates that the Russian forces have committed war crimes in Ukraine,” he concluded. “Our assessment is based on a careful review of reliable information from public and intelligence sources. As with any alleged crime, a court with jurisdiction over the crime will ultimately be responsible for determining criminal guilt in specific cases. The U.S. will continue to gather intelligence and share it with its allies. To make sure all those responsible are prosecuted. “
