Pakistan has been training its military to compete with India.

Lt. Gen. Scott Barrier, US Intelligence Officer, addresses the Senate Committee on the Armed Forces of the US Congress on India-Pakistan relations.
Speaking then he said: –
India-Pakistan relations have deteriorated since the last Pulwama attack in 2019. Pakistan, which sees India’s nuclear weapons as a military force, considers their country’s nuclear weapons important.
Pakistan has been training its military to compete with India. Pakistan is also involved in modernizing and enhancing its nuclear arsenal.
Thus the intelligence has warned.
