US Urges Israel to Protect Civilian Lives in Gaza, Restores Communications

National security adviser Jake Sullivan reaffirmed the United States’ commitment to protecting civilian lives in Gaza during a Sunday interview with CNN’s Jake Tapper. While Sullivan avoided openly criticizing Israel’s military efforts, he stated that the US was communicating to the Israeli government “at the highest levels” about the importance of minimizing civilian casualties.

President Joe Biden later spoke with Israeli Prime Minister Benjamin Netanyahu, emphasizing the need for the continued flow of aid into Gaza and stressing the importance of protecting civilian lives. Biden called for Israel to defend itself in a manner consistent with international humanitarian law that prioritizes the protection of civilians. He also discussed efforts to locate hostages held by Hamas.

The US applied pressure on Israel to restore connectivity in Gaza after phone and internet service were severely disrupted last week. The near-total blackout hindered communication for civilians, aid groups, and journalists. The US sees the restoration of communication networks as critical for aid workers, civilians, and journalists to report and document the situation.

The assault on Gaza has resulted in the deaths of thousands of Palestinian civilians and has worsened the humanitarian crisis in the enclave. Aid delivery has been slow, and civilians, including hundreds of Americans, have been unable to leave. Humanitarian workers report that the aid reaching Gaza is insufficient for the population living under a blockade imposed by Israel and Egypt. Additionally, more than 200 hostages remain held by Hamas.

Sullivan acknowledged that Israel was solely responsible for its military operations but indicated that tough conversations were occurring behind the scenes about the scope and intent of Israel’s efforts. The US has pressed Israel on its military objectives and the steps taken to achieve them.

Sullivan also called out Hamas for using civilians as human shields and placing rocket infrastructure among civilian populations, which he noted creates an added burden for Israel. However, he emphasized Israel’s responsibility to distinguish between terrorists and civilians and protect innocent lives under international humanitarian law.

The US is in constant contact with regional partners in an effort to secure the release of hostages held by Hamas. Qatar has been leading brokerage efforts to secure their release. Sullivan stated that the US will continue working tirelessly to secure their release, despite the ongoing ground operation in Gaza.

Regarding Americans stuck in Gaza and their inability to leave through the Rafah crossing into Egypt, Sullivan blamed Hamas for preventing their departure and making demands. He stated that negotiations were ongoing to address these demands and facilitate their safe departure.

Sullivan reiterated Biden’s call for Israeli settlers in the West Bank to cease violence against Palestinians, stating that Netanyahu has a responsibility to rein in the extreme settlers. The US expects the Israeli government to step up on this issue over time.
