Basically, users report that they cannot connect to Telegram (76%) and send messages (24%). In Russia, failures were recorded mainly in Moscow and St. Petersburg.
The Telegram cross-platform messenger was founded by Pavel Durov. In April 2018, the messenger was blocked on the territory of Russia due to the refusal to transfer the encryption keys of users’ correspondence to the FSB. On June 18, Roskomnadzor announced that, in agreement with the Prosecutor General’s Office, it would remove restrictions on access to the service.
