Utah Begins Legislation to Ban Abortion-Only Clinics

Washington, D.C.: The U.S. House of Representatives of Utah begins legislation to ban abortion-only clinics. This marks the strongest pro-life legislation since the reversal of Roe v. Wade.

If passed and signed into law by the state Senate, abortion-only clinics would be banned. And these steps will help the victims of rape etc. Both bills passed the Utah House on party-line votes 53-14.

Although Utah has large pro-life legislative majorities in both houses of the legislature, abortion is currently legal in the state until the first 18 weeks of pregnancy.

In 2020, the US state of Utah passed a “trigger law” designed to ban abortion at all stages of pregnancy, overturning Roe v Wade. But later the Planned Parenthood Association of Utah and the Utah chapter of the ACLU (The American Civil Liberties Union) challenged it legally, so the courts had to step in and withdraw the law.

The first bill, introduced by Republican Rep. Carian Listenbee, would ban abortions outside of hospitals and ban clinics that provide only abortions. The bill also prohibits licensing of abortion clinics after May 2, 2023.

The Planned Parenthood Action Council of Utah tweeted that the bill would lead to the closing of all abortion clinics in Utah, making abortion more inaccessible and expensive.

But Lissonbee rejected claims that his bill would close all abortion clinics, saying that other health services and abortions could continue to be provided under the limited protections afforded to providers like Planned Parenthood.

Doctors who perform abortions are required to inform the mother in situations where the pregnancy is present but has some serious abnormality that perinatal hospice care is available for short-term infants as an alternative to abortion.

“As a state, we deeply value human life at all stages and in all circumstances. It is the state’s responsibility to protect the most vulnerable, including the unborn,” Listenbee said.

A second pro-life bill introduced by Rep. Kera Birkeland, also a Republican, expands care for rape and other victims. The bill provides health care for both the victim and the child during pregnancy and the first year after the birth of the child.

Utah Governor Spencer Cox has come out in favor of both bills. He opined that it is very good that the law comes into force. The two bills passed by the House will now go to the Republican-majority Utah Senate, officials said.
