The Vilnius City Council approved the issue discussed in the committees on changing the procedure for local parking fees, the purpose of which is to automate the control over the collection of parking fees and simplify the payment.

The payment deadline will be extended and there will be no yellow receipts

After the entry into force of the decision from October 1 of this year, the opportunity to pay the local fee per day will be expanded instead of the current 72 hours, and the fee can be paid within 168 hours.

Also, there will be no yellow receipts, since it will be possible to voluntarily register the contact details of car drivers on the self-service portal administered by JUDU (MU “Susisiekimo paslaugos”). This means that messages will be sent to registrants asking them to pay the daily fee or reminding them to pay the fee. Those who do not want to register their contact details will be able to independently check whether there are valid records of non-payment of tolls, and if so, pay them quickly and conveniently.

Important changes for beneficiaries

There are two ways to use the local fare discount: people with disabilities will be able to register on the self-service portal or at customer service centers with license plates of up to two cars linked to the disabled parking card. Alternatively, they will be able to use the mobile app by marking a free voucher, in which they must indicate the car registration number and the number of the parking card for people with disabilities when ordering.

Additional changes

The changes in the procedure also provide for other changes – the simplified provision of parking spaces for temporary use, for example, during filming, temporary restrictions, construction, and similar cases.

A lower annual fee of €30 is also provided not only for motorcycles, but also for mopeds, tricycles and quadricycles in the red, yellow and green toll zones.

Taking into account the requests of the Ministry of the Interior and related departments, the concept of special vehicles and the conditions under which they are not subject to local tax will also change.

These changes will take effect from the day the decision is announced.

JUDU is responsible for the organization of public transport services, parking infrastructure in the city and the promotion of sustainable ways of transportation. In 2022, more than 170,000 passengers used public transport services daily, who rated the trip by trolleybus or bus this year at 8.32 points out of 10, which is the highest rating since 2019. The company also ensures the smooth organization of urban traffic and, together with the Vilnius City Municipality, implements innovative solutions that create a pedestrian city.
