Earlier, the government supported the draft law of “United Russia”, which proposes to abolish the mandatory technical inspection, taking into account minor improvements. According to the bill, it is proposed to exempt from compulsory technical inspection cars and motorcycles that belong to Russians and are used only for personal purposes.

The State Duma adopted the bill in the first reading. The decision to cancel the inspection will affect about 50 million vehicles, Volodin said. He explained that the requirement will remain for taxis, buses, trucks and vehicles used for official and commercial purposes. This is necessary to ensure the safety of passengers and other road users.

Meanwhile, the Speaker of the State Duma receives questions about how to interpret the amendments to the Administrative Code, which will enter into force on March 1, 2022.

“We are talking about the norm providing for a fine for driving without a diagnostic card in 2000 rubles. Surely the vehicle inspection will become optional? In this regard, it would be correct to clarify the situation. The bill on the abolition of compulsory technical inspection, if adopted, will become basic. This means that only the owners of those vehicles for which technical inspection will remain mandatory will be fined for driving without a diagnostic card. The rest should not be fined, ”Volodin explained.

In order to avoid ambiguous interpretations and errors in law enforcement practice, Volodin proposes to clarify the provisions of Article 12.5 of the Administrative Code. This issue will be monitored by the relevant State Duma committees on transport and legislation, the State Duma speaker emphasized.
