U.S. National Security Advisor Jake Sullivan, who is visiting China, met with Chinese Foreign Minister Wang Yi for the second day on the 28th. China initially expressed expectations for this meeting, defining it as a “new strategic communication between China and the U.S.,” but there is an outlook that the two sides did not reach a satisfactory agreement. This is because during the two-day meeting, the U.S. focused on the Taiwan issue and measures related to the distribution of fentanyl, while China expressed its dissatisfaction with U.S. trade sanctions against China.

According to China Central Television (CCTV) on the 28th, during this meeting, Vice Minister Wang emphasized that “in order to have a smooth China-US relationship, it is important to treat each other as equals, and it is not right to prioritize power or status in exchanges.” Before the closed-door meeting the day before, Vice Minister Wang said, “It is the shared responsibility of both China and the US to properly implement the consensus reached at the San Francisco summit last year.”

This is interpreted as an expression of dissatisfaction with the Biden administration continuing to increase the level of sanctions on China, such as controlling semiconductor exports to China and imposing tariffs on Chinese electric vehicles, even after two summits. Minister Wang directly mentioned the economic sector, saying, “The United States should stop pressuring China in the areas of economic trade, science and technology, and undermining China’s legitimate interests.”

In response, Sullivan said, “There are differences of opinion and competition between the U.S. and China, but there are also many areas where cooperation is needed.” China explained that he responded that he has no intention of decoupling with China and is willing to continue strategic communication to reduce mutual misunderstandings.
The two countries also agreed to continue cooperation on fentanyl, which is considered a major social problem in the United States.
It is reported that no clear solution has been found regarding the issue of expanding the level of military talks to the level of theater commanders to prevent military conflicts in the Taiwan Strait and the South China Sea and discussing AI risk management. However, the two sides agreed to establish institutional mechanisms at an appropriate time. In addition, the news agency reported that they discussed current issues such as the Russia-Ukraine war, the Middle East, and the Korean Peninsula.

Meanwhile, some foreign media outlets, including the Associated Press, analyzed that this strategic communication could become the foundation for the final summit between U.S. President Joe Biden and Chinese President Xi Jinping before Biden leaves office in January next year.
