Tell us about your department?
The market supervision service takes care of Small and Medium Enterprises. We advise them, we guide them to help them achieve their objectives. Businesses have a lot of opportunities. Therefore, they need advisory support for submission to calls for tender and also technical support for the execution of contracts. In summary, we advise and guide companies on the proper execution of their work and the achievement of their objectives.
What are the missions of the Market Management department?
Our missions are on two levels. We have two main procedures in our Market Management department. The first procedure concerns technical support to Small and Medium Enterprises for submitting to calls for tender. Within this big task, there are subtasks that we perform. The first sub-task that we carry out is the summary diagnosis of the companies. Firstly, they must be diagnosed to get an idea of ​​their technical and financial capabilities. What did they have to do in the past? How have they evolved since their creation? There is this summary diagnosis that we make. After the summary diagnosis, we decide whether to support them or not. Because there are companies that dare to try their luck but the risk is very high. There is also the technical study of the files that we carry out to find out if the bidding companies meet the technical requirements of the tender file and to see if we can encourage them to go there. Following this, we give them our technical advice for the accompaniments. At the CEPEPE level, we have a Guarantee Fund for the assistance of Small and Medium Enterprises called FONAGA. It is our department which takes care of the technical aspect of this Fund. In summary, we make a summary diagnosis, advise and guide companies in the preparation of submission files for calls for tenders and then we give our agreement for the implementation of the necessary guarantees.
The second procedure, which is the largest, is technical support to SMEs for the execution of contracts. Here, we are at the market execution stage. When we talk about this procedure, we assume that the company has already seized the opportunity, it now remains to support it for the proper execution of the work. At this level, the company can contact us for the first time. In this case, the subtask that I spoke about at the summary diagnosis level is carried out for this procedure. We study the file to assess the prices that the Company proposed to obtain the contract, can these prices allow it to carry out the work in very good conditions? With the prices we have on the market can the Company make a profit after the work is completed? We appreciate all these aspects. And when we realize that on a technical level that the file is good, we give our agreement for the implementation of the necessary guarantees in order to support the company in obtaining financing at the level of the project owner or at the level of the project owner. bank level. After this activity, there is the third step which is supervision. This is actually the main activity we do. This step leads us to schedule periodic visits to see the progress of the site. These visits are sanctioned by site reports. Each time we go into the field, we make on-the-spot observations. We also call company managers to share our observations with them followed by recommendations. Arriving at the office within a week, we produce a field visit report which we send to them to formalize all our observations on the site.
How are your interventions monitored?
We have defined 09 main objectives at the department level. We hold periodic executive meetings every month. At this meeting, we communicate the results we obtain at the end of each month. We have far exceeded the level of achieving our objectives. As of September 30, 2023, of the nine (9) objectives, eight (8) have largely exceeded expected forecasts, only the sixth objective which consists of increasing the amount of assistance contracts by 5% in 2023 is not yet completely reached.
