Fines, as well as criminal responsibilities to the owners-operators of plots, in case of a fire due to their own negligence or indifference regarding the cleaning of the grasses, are entailed by the new fire-fighting regulations.

The fire services – and not only – appear determined to exhaust every means of information initially, but also to activate agencies and citizens, with the aim of full compliance, given the devastating fires of previous years, the loss of life and property.
In this context, the Department of Environment of the Municipality of Ioannita, in collaboration with the Fire Service, informed the presidents of the local councils of the Municipality, regarding the preventive fire protection measures, the required cleaning of the plots and other uncovered areas, as well as the fines imposed in cases of non-compliance, in order to inform, in turn, the owners.
“We ask all citizens to take all the appropriate measures, so that the private spaces are cleaned, as is also provided by the legislation. For its part, the municipality has the obligation – and will do so where necessary – to carry out checks, but we hope that this will not be necessary, because, in addition to the fine imposed on those who do not clean their properties, they will be asked to pay and the cost of cleaning it from the municipality”, noted the deputy mayor of Primary Sector and Regional Development Aris Kassis.
The Municipality is ready for the cleaning of the plots, for which there will be no response, as there are the corresponding funds in the budget and the relevant contract. “We do not want to get to the point of imposing a fine, because, in addition to the fine which is severe and quite large, almost 0.5 euros per square meter, if the municipality cleans the plots, the owners will be asked to pay this cost as well”, emphasized Mr. Kassis.
“We want the citizens on our side, to be part of the solution and not the problem”, noted the head of the investigative department of the Ioannina Fire Services Administration Anastasia Rayou, noting everyone’s obligations. “The law is clear regarding the responsibilities of the representatives of the local government and the owners or operators of the land, who must keep these areas clean, not only before the fire season but throughout, because the climatic conditions have also changed drastically in our region, where there are high temperatures and favor the occurrence of fires”, he noted.
He added that apart from the imposition of fines, which of course are a deterrent, the owners and operators of plots of land, if they do not keep their plots clear of grass, in the event of a fire breaking out on their plot, but also around them (as the gross plots will contribute to the spread of the fire), they also have criminal responsibilities”.

Problematic about the Fire Protection Regulation of Properties

Asked, however, about the issue of property fire protection, based on the new Regulation on Fire Protection of Properties in and near forest areas and the obligations it imposes on the Municipalities, Mr. Kassis acted within the framework of the decision of the KEDE, with which the self-government refuses to undertake this responsibility, without resources and means.
“We are not at all ready to take on such a responsibility. The mayors decided to address the Council of State, as the central authority cannot throw the hot potato of any issue to the municipalities without them being able to cope, both in terms of personnel and funding,” said Mr. Kassis.
He also emphasized that in the case of the Ioannina, due to the existence of the dasyllium, the Regulation applies to almost all properties from the hill of Frontzos to Pargi Square. “Can you perceive this volume? How will we respond to audits? We all have as a goal and what concerns us is to spend a fire season as safely as possible. I think that in recent years in Ioannina we succeeded and had good results. The actions that the municipality is taking at the moment, within the framework of its responsibilities, are informative to intervene where it can and more dynamically in the next period and we will continue to do the interventions, so that we have as few problems as possible. We don’t have magic wands and it cannot at any time and moment, whatever a state legislates, without knowing exactly what can be done, send it to the municipalities and say solve it”, he noted.
