The concern over possible ammunition shortages arises after the US Congress passed a stopgap spending bill that did not include funds to purchase weapons for Ukraine, leading to fresh uncertainty over the future of US aid. This uncertainty was further heightened by the ousting of US House Speaker Kevin McCarthy, who had advocated for support to Ukraine, from his leadership position by Republican colleagues.

The ongoing war between Ukraine and Russia, now in its 20th month, faces potential challenges as Western commitment promises come into question. “The bottom of the barrel is now visible,” said Adm. Rob Bauer of the Netherlands, the chair of the NATO Military Committee and NATO’s most senior military official. He highlighted the need to address the stockpile issue during a discussion at the Warsaw Security Forum.

The situation is cause for concern among military leaders and analysts. James Heappey, the Minister of State for the Armed Forces of the United Kingdom, stressed the need for continued aid to Ukraine and the necessity for Western countries to ramp up ammunition production. Heappey urged, “We have to keep Ukraine in the fight tonight and tomorrow and the day after and the day after.”

Experts on the matter are warning that the United States and its allies must increase production and deliver munitions more quickly, referring to the US as the “arsenal of democracy.” Atlantic Council nonresident senior fellow Thomas Warrick emphasized that Ukraine’s war efforts depend on sufficient ammunition and weapons.

Ukraine’s war strategy has been affected by the delay in offensive plans due to the need for more ammunition and equipment. This has allowed Russia to build up defenses and hinder Ukrainian advances. As a result, the urgency for timely procurement and deliveries of ammunition has escalated.

US Undersecretary of Defense Michael McCord wrote in a letter to congressional leadership last Friday, “An inability to ensure timely procurement and deliveries could undermine essential Ukrainian operations to retake additional territory or defend against potential future Russian offensives.” Immediate action is necessary to provide air defense and ammunition critical for Ukraine’s defense, as Russia prepares for a potential winter offensive.

Although the US has provided $46.6 billion in military aid to Ukraine since the war’s start, military leaders agree that ammunition, in particular, is being rapidly depleted on the Ukrainian battlefields. Ukrainian troops, on average, fire between 2,000 and 3,000 artillery shells per day at Russian forces.

The urgency to address ammunition shortages is vital to ensure Ukraine’s defense capabilities and prevent potential setbacks in the conflict. Increased production and swift deliveries are needed to support Ukraine’s ongoing battle against Russian aggression.
