A cooperation agreement on cybersecurity, with the objective of “strengthening the defense of their networks and computer infrastructure against possible external attacks,” Cuba and China have signed, according to several state media.
The Cuban Minister of Communications, Jorge Luis Perdomo, and the Chinese Vice Minister of Industry and Information Technology, Chen Zhaoxiong, have signed this agreement, during a visit by the Cuban side to Beijing.
Some statements by Perdomo were: “Taking into account not only the impact it has on the economy, but also the impact it has on the national security of our countries, since ICT platforms are also platforms for political destabilization.”
In this sense, and as stated in this agreement, both countries commit to exchanging information and experiences on the prevention and combating of cyber threats, as well as to promote training and research in this area.
They will also promote the development of the cybersecurity industry and the safe and responsible use of information and communication technologies.
It obviously reflects the marked interest in Cuba to develop the telecommunications sector, which has experienced notable “advance” in recent years with internet access and mobile telephony. China has been, here, a key ally for this process, offering financing, equipment and technical advice.
Both countries, let us remember, have been strategic partners for more than 60 years. A common vision on sovereignty and national security in cyberspace, as well as the need to respect international law and the principles of non-interference and mutually beneficial cooperation, are some common interests of these nations.
