As the possibility of U.S. Vice President Kamala Harris emerging as the Democratic presidential candidate in the November election grows, attention is being paid to what strategy Harris will use to win. The following is a summary of Harris’s corporate views by Reuters on the 22nd.

◇ Technical Regulations

As California attorney general, Harris won a nearly $4 million settlement with eBay in 2012, accusing the company of anticompetitive hiring practices under its no-poaching agreements with cloud outsourcing companies.

Also in 2015, Reuters reported that it pressured home design startup Hoz to hire a chief privacy officer after allegations that it had recorded sales calls without proper notice or consent.

Most notably in the tech industry, Harris has led efforts to curb the spread of explicit material on social media, particularly “revenge porn” — the posting of explicit photos of victims without their consent.

According to Reuters, Harris has been credited with leading various campaigns that have forced Facebook, Alphabet’s Google and Microsoft to take action to remove certain explicit images. “No one in tech welcomes a call from the Justice Department, but they all do,” Harris said.

◇Big Tech

Since her days as a candidate for California attorney general, Harris has been pitching potential donors that she is a “capitalist,” Reuters reported. Harris is known to have close ties to prominent tech executives, investors and local industry in her home state, Reuters reported.

Harris attended the wedding of Sean Parker, an early Facebook executive, and Harris’ brother-in-law is Tony West, the chief legal officer of ride-sharing company Uber.

She has also received donations from prominent venture capitalist and LinkedIn co-founder Reid Hoffman, billionaire John Doerr and venture capitalist Ron Conway. Executives from big companies, including former Facebook chief operating officer Sheryl Sandberg and billionaire Salesforce CEO Marc Benioff, have also backed Harris.

◇ Climate and Energy

Harris’ climate and energy policies are largely in line with Biden’s, but throughout her career she has emphasized clean energy and environmental justice as priorities, Reuters reported.

When Biden announced Harris as his running mate in the 2020 primary, he highlighted Harris’s tough stance on big oil, a stance she has taken while holding key positions in California, including as San Francisco district attorney from 2004 to 2011 and as the state’s attorney general until she became a U.S. senator in January 2017.

Last year, Harris made her debut in international climate negotiations, announcing a $3 billion commitment to the Green Climate Fund and delivering her first major international address focused on climate. As vice president, Harris also helped launch EPA policies that address longstanding environmental justice issues, such as the multibillion-dollar lead pipe and lead paint replacement program.

◇ Artificial Intelligence

As vice president, Harris warned of the “existential” threat of artificial intelligence (AI) in a November 2023 speech, saying it “could threaten the very existence of humanity.” In meetings with tech executives such as Microsoft’s Satya Nadella, OpenAI’s Sam Altman and Alphabet’s Sundar Pichai, Harris told them they had a “moral” obligation to be alert to the potential dangers of AI.

Harris also supports Biden’s AI executive order seeking stronger protections for consumers, pointing to the impact of AI-generated scam calls and unlabeled AI-generated content.
