In national greenhouse gas emissions, transport accounts for 30% and, of this total, two thirds come from private vehicles. The strategy defined by the Ecological Planning Council and confirmed by Emmanuel Macron is therefore threefold: switching cars to electric, encouraging the French to favor public transport thanks to the metropolitan RER and encouraging sobriety. It is also banking on technological progress, particularly to decarbonize aviation.

To make the French love electric cars and defend ecology “accessible and fair”Emmanuel Macron is banking on a long-term rental mechanism (leasing) for low-income households, subsidized by the State, which will reduce the monthly payment to 100 euros per month for a new vehicle.

Details of this system will be known in November. On this date, customers will be able to connect to a platform and reserve a vehicle which will be delivered to them in 2024. “Several tens of thousands of electric cars” will thus be financed next year, according to the President of the Republic, a more ambitious objective than expected.

Strengthen sovereignty

However, he did not specify the income conditions for access, nor the eligible models. On the other hand, these must be produced in France and in Europe, like those for which the new ecological bonus will be reserved. The head of state wants to use ecology as a lever to strengthen sovereignty. He therefore wants France to produce 1 million electric cars per year in 2027 and to be an exporter of batteries. “We coordinate the leasing schedule with the production capacity in Europe and France”specifies the president’s entourage to explain that the measure announced during the 2022 electoral campaign is not yet ready.

The deadline gives Citroën time to launch its ë-C3, produced in Slovenia, and Renault its R5, manufactured in Douai (North). The Dacia Spring, which comes from China, would not be included in the system. The Elysée specifies that a household that travels 1,000 kilometers per month – which is common for commuting – would pay 20 euros to recharge their car at home instead of a gas bill of 200 euros per month .

The switch by individuals and businesses to electric cars should represent 30% of the reductions expected by 2030. The shift to trains and public transport should make it possible to cover 15% of the way. For this, an envelope of 700 million euros will be released from 2024 so that the regions can finance the establishment of metropolitan express services in 13 cities. This is three more than the ten initially announced.
