Deadline for recalculation of child benefits expires

December 31, the deadline for citizens to apply for recalculation of the monthly cash payment for a child aged 3 to 7 years, inclusive, expires. The application is submitted through the portal of public services.

The amount of the payment varies depending on the family’s income. So, if, upon payment of an allowance of 50% of the regional subsistence level, the average per capita family income does not reach the regional subsistence level, the benefit is assigned in the amount of 75% of the regional subsistence level. If, with an increase in payments, the average per capita income in the family still does not rise to the level of the subsistence minimum, then the benefit is assigned in the amount of 100% of the regional subsistence minimum per child.

Students are now included in the family. If the eldest child under the age of 23 (unmarried) is studying full-time, then he is taken into account in the family when calculating the average per capita income.

Recall that the new rules of state support for low-income families began to operate in Russia on April 1.

Foreigners will be obliged to submit photos and fingerprints

From December 29, 2021, the Ministry of Internal Affairs of Russia will begin to apply the law on compulsory fingerprinting, photographing and medical examination of foreigners arriving on the territory of the Russian Federation, including for employment.

The new rules oblige migrants to undergo compulsory fingerprinting, photographing and subsequent biometric identification, as well as medical examination. All these procedures must be completed within 30 days from the date of entry.

Foreigners who arrived in our country without a purpose to get a job, but for a period of more than 90 days, will also be obliged to undergo fingerprint registration and be photographed. They will be given the same 90 days from the date of entry.

All those who have passed fingerprinting registration and photographing will be issued a certificate. If these requirements are avoided, the period of stay of such migrants in the Russian Federation will be reduced, and if they refuse to leave the country, foreigners will be deported.

Citizens of the Republic of Belarus and foreigners under the age of 6 are exempted from all these procedures.

Citizens will be able to register their children at any registry office in the country

In December, an extraterritorial principle of operation of civil registration authorities will begin to operate in Russia – citizens will be able to apply for registration at any registry office. So, for example, it will be possible to issue a birth certificate of a child not at the place of registration.

“Previously, in most cases, it was necessary to contact the registry office at the place of occurrence of the event (for example, at the place of birth of the child), at the place of residence or at the place of keeping the act record. It was only possible to get married in any registry office. New changes in the legislation remove such a restriction “, – noted earlier the Minister of Justice Konstantin Chuychenko.

Now in any registry office it will be possible to obtain certificates and repeated certificates, make changes and corrections to the act records, restore or cancel such records.

As the chairman of the board of the Association of Lawyers of Russia Vladimir Gruzdev emphasized, the new principles may be especially important in those cases when it is necessary to quickly restore documents, for example, a birth certificate or a marriage certificate.

Banks were forbidden to put down “ticks” in contracts for borrowers

From December 30, banks will be prohibited from putting marks in the loan agreement in advance on the borrower’s consent to provide additional services to him. The borrower will have to confirm his consent to them with his own hand.

The changes are primarily aimed at combating the problem of imposing additional services when concluding a loan agreement. Now it is prohibited by law to put a tick in front of an additional service in a credit agreement in a typographic way. The borrower must express his consent to them himself.

In addition, the amendments establish the so-called “cooling period” of 14 calendar days for any additional services, if the borrower was forced to purchase them together with the conclusion of the loan agreement. Prior to this, the possibility of refusing a service without significant financial losses was used only for insurance.

The Central Bank will have the right to extrajudicial blocking of sites

From December 1, 2021, the Central Bank will receive the right to extrajudicial blocking of fraudulent websites. The goal is to suppress attempts to hack the information systems of banks, professional participants in the securities market, and non-bank financial organizations.

According to the new rules, fraudulent sites will be blocked out of court on the initiative of the regulator for several days.

As the Deputy Chairman of the Bank of Russia German Zubarev said earlier in an interview with “RG”, Internet resources that the client visits independently (websites, banners, advertising on social networks, etc.) in the first half of 2021 were in second place in terms of the number of attacks (they accounted for 10% of attacks).

Since the beginning of the year, the Central Bank has sent information about more than 2.2 thousand fraudulent Internet resources to the Prosecutor General’s Office in order to check them and then restrict access to these sites.

Law on limiting greenhouse gas emissions comes into force

At the end of December, the law on limiting greenhouse gas emissions comes into force. The document presupposes, in particular, mandatory carbon reporting.

So far, we are talking about the largest emitters of greenhouse gas emissions, the mass of which is equivalent to 150 thousand tons of carbon dioxide per year or more for the period up to January 1, 2024. You will need to report from January 1, 2023. Those who produce 50 thousand tons of carbon dioxide per year or more will have to submit reports from January 1, 2025.

This law will become the basis for carbon regulation in the country, according to the Ministry of Economic Development. It provides for the introduction of mandatory reporting on emissions, allows you to implement climate projects, receive carbon credits for them and trade them.

Russians will get free access to socially significant sites

From December 1, providers that provide subscribers with Internet access services (with the exception of the provision of services using satellite communication networks) are required to provide free access to sites, information systems and programs included in the list of domestic socially significant information resources.

As explained to RG in the press service of Rostelecom, the use of the option will require its activation by the subscriber. “The subscriber needs to activate the” Social Internet “option in his personal account. Access to his personal account is provided even with a zero or negative balance,” the company said.

The list of sites with free access includes a portal of state services, sites of the president, the government of Russia, the Federation Council, the State Duma, all ministries and departments, sites of regional administrations. Users will also get free access to a number of social networks, messengers, media, banks, as well as delivery sites and marketplaces. The list is not final and may be corrected.

Operators will start blocking “gray” corporate SIM-cards

From December 1, telecom operators are required to check in the Unified Information System the information entered by legal entities and individual entrepreneurs that are corporate subscribers, about individuals – users of communication services. In case of mismatch or lack of information – block such SIM-cards.

The company was supposed to transfer the information in the personal account on the operator’s website. Then the SIM card user should have received a confirmation request.

If the request for a SIM card was not received, the user had the opportunity to independently enter data about his phone number and indicate the data of the company that provided the SIM card – the name or TIN. In this case, if the data matches the operator’s information, the number will also be activated.

In addition, if the subscriber does not have the opportunity to confirm the data through the State Services or the company through which he purchased the SIM card no longer exists, you can come to the office of the cellular operator and reissue the card.

If the information about the user of the SIM card is not specified or does not coincide with that of the operator, the number will be blocked after December 1. As told “RG” in one of the mobile operators, the blocked number can be restored – the recovery procedure is being developed.

Criminal liability will be introduced for falsification of labeling

From December 1, criminal liability is introduced for the production, acquisition, storage, transportation for sale or the sale of goods itself using deliberately counterfeit means of identification for marking goods. The punishment is a fine of up to 300 thousand rubles (for food products – up to 400 thousand rubles). For falsifying markings, they can also be sentenced to imprisonment for up to three years with a fine of up to 80 thousand rubles.

In addition, from December 1, administrative liability is introduced for violation of the requirements for mandatory labeling of goods. The penalty is provided for:

– production or sale of medicinal products without labeling or in violation of the procedure for their application;

– putting into circulation without marking the goods that need to be marked;

– Failure to provide information on the labeling of goods to the operator of the Chestny ZNAK system.

In addition, from December 1, mandatory labeling is introduced for perishable dairy products (shelf life – 40 days or less) and for bottled mineral water.

Russia introduces quotas for the export of mineral fertilizers

From December 1, 2021 to June 1, 2022, Russia will have a quota for the export of nitrogen and complex nitrogen-containing mineral fertilizers.

For nitrogen fertilizers, it will not exceed 5.9 million tons, for complex fertilizers – no more than 5.35 million tons. According to the Ministry of Industry and Trade, these volumes are comparable to the volumes of exports for the previous period.

The reason for the introduction of quotas is the rise in gas prices on the world market and, accordingly, the prices for mineral fertilizers, in which the share of gas reaches 80%. Due to the rise in gas and coal prices, urea prices in certain key markets (China, USA, Brazil) have almost tripled since the beginning of the year. On the Russian market, gas prices are lower, so there is a risk that fertilizer producers will increase their exports, wanting to earn more. The quotas will help prevent a shortage of fertilizers on the domestic market and, as a result, an increase in food prices.

The Basic Standard for the Protection of the Rights of NPF Clients Comes into Force

From December 8, 2021, certain provisions of the Basic Standard for the Protection of the Rights of Clients of Non-State Pension Funds (NPF) come into force – in particular, on providing clients with copies of the agreement and on recording telephone conversations, electronic messages and storing this data. According to the Central Bank, these norms will allow funds to increase the level of quality control of the provision of financial services by their employees and agents.

The basic standard of the Central Bank was approved in June 2021 and began to be applied on September 9, 2021. Exceptions are individual provisions that come into force 180 days after the document is posted on the official website of the Bank of Russia.
