Chubais told the senators that the subsidiary company ELVIS-NeoTek is a “corporate business incubator of RUSNANO,” and this structure was created “to support scientific and technical teams, to produce high-tech security systems”.
But this, it seems, is not entirely true, since he could not help but know that in ELVIS-NeoTek, founded by RUSNANO and American partners, tens of millions of invested budget dollars did not bring tangible results. If Chubais really did not know about this, then how could he “successfully run” a large state corporation without knowing what was happening with its investments?
Nanoinvestment
So, the company JSC ELVIS-NeoTek was founded in 2011, and the state corporation RUSNANO itself (49%) and the American company Senesys (51%) became shareholders. The purpose of the investment was to implement a project to create Russian VIP-1 and ELISE microcircuits, for the development of which Senesys was responsible as a managing partner. According to CNews, “with a total project budget of 2.81 billion rubles. Rusnano accounts for 1.06 billion rubles. ” Senesys’ investments were supposed to amount to $ 93.7 million.
And it seemed that the next undertaking of RUSNANO looked quite decent – a lot of money, capacities for Russian microcircuits, solid American partners. However, RUSNANO’s American partner in JSC ELVIS-NeoTek is not entirely American – Senesys is owned by Ilya Kan and Yaroslav Petrichkovich. And this is where the oddities begin.
The state corporation RUSNANO, according to the contract, contributed its 1.06 billion rubles, after which ELVIS-NeoTek began to actively purchase various licenses for software. Moreover, the contracts were concluded with an intermediary – again with the American company Sensor Design Association (SDA), which in turn acquired licenses from the Russian and Hungarian representative offices of Synopsys.
As it turned out when checking prices with suppliers, the Sensor Design Association (SDA), being an unnecessary intermediary, overestimated the purchase prices for ELVIS-NeoTek.
The contracts on the part of ELVIS-NeoTek JSC were signed by the General Director A.N. Rakutin, who, according to the contract, “has the authority to manage financial and production activities”, “solely manages the funds and property of the Company”, “makes transactions on behalf of Societies performing management functions ”. So, Rakutin could not help but know what kind of contracts he signs and for what purpose they are concluded.
And now attention: the intermediary company Sensor Design Association (SDA) is also connected … with Ilya Kan – Petrichkovich’s partner and co-owner of Senesys, which co-founded ELVIS-NeoTek together with RUSNANO. Well, as the cherry on the cake – SDA also bought software from the Israeli company Biones Israel, whose manager, quite by accident, is the same Ilya Kan.
It turns out that citizens Petrichkovich and Kahn regularly bought software from themselves at inflated prices.
But the oddities did not end there. The story with subsidies from the Ministry of Industry and Trade is no less amazing and also worthy of close study.
State subsidy, which is a pity to return
Already familiar to us, ELVIS-NeoTek JSC received in 2016 from the state, namely from the Ministry of Industry and Trade of Russia, subsidies in the amount of almost 300 million rubles for the implementation of a comprehensive project for the development and production of a “4K 360-view spherical video camera” and a sales volume of at least 130 million rubles. Now it remains to produce and sell. But, as it was said, the financial problems of ELVIS-NeoTek JSC did not allow to complete the development and start serial production.
And then the company launched know-how, showing “sales volume of at least 130 million rubles.”
First try. As a business partner of ELVIS-NeoTek JSC, a certain Fargo LLC claims to have supplied them with the software necessary to create a supercamera, and 59 145 778 rubles were paid for it, apparently due to a subsidy from the Ministry of Industry and Trade. However, the general director of Fargo LLC, Andrey Mizerov, interrogated as a witness as part of a tax audit, testified that he was not familiar with the management of ELVIS-NeoTek JSC; the contract was brought by a courier and he signed; the agreement was not executed in full, but only in the amount of … 10.5 million rubles, that is, by less than 20%.
As follows from the Act drawn up following the results of a large-scale tax audit, “ELVIS-NeoTek JSC deliberately tried to hide this discrepancy by filing a revised VAT return for 2018, within the framework of which it partially replaced the executive’s management under the agreement with Fargo LLC with LLC “Kaps-Stroy” in the amount of 48 651 194 rubles “.
Now attention. The general director of Kaps-Stroy LLC, which allegedly supplied unique software to Elvis-NeoTek JSC, a certain Alexander Vodyany during a tax audit, showed that “the company is engaged in the purchase and sale of everything”. Until July 2020, the general director Vodyany himself worked at Sheremetyevo Handling LLC as a baggage handling operator. That is, a loader.
As a result, the tax authorities discovered the tax arrears of ELVIS-NeoTek JSC for almost 30 million and counted fines and penalties for another 16 million rubles.
Second try. Now, as the purchaser of the developments made by ELVIS-NeoTek JSC at the expense of the subsidy received from the Ministry of Industry and Trade of Russia, the audited entity was declared to be the company LLC “GCM”. The company tried to convince the Ministry of Industry and Trade of Russia of its commercial success with the help of a court decision to recover money from the LLC “GC-eM”, allegedly for the supplied developments produced by JSC “ELVIS-NeoTek”. The new version was as follows: “GBC” purchased unique developments from JSC “ELVIS-NeoTek” for 70.7 million rubles, but does not pay money and now we are suing them. However, in September 2020, a decision was made regarding the forthcoming exclusion of legal entities from the Unified State Register of Legal Entities in relation to LLC “GCM” due to “the presence in the Unified State Register of Legal Entities of inaccurate information about the address and about the official”. A certain Vadim Salikhyanov was the general director and sole owner of GBC.
Subsequently, after receiving an onsite tax audit report, which revealed violations of ELVIS-NeoTek JSC in the implementation of the project and the use of companies with signs of “fly-by-night” companies, Elvis-NeoTek launched a third attempt to submit documents to the Ministry of Industry and Trade of Russia on closing the received subsidy …
Thus, ELVIS-NeoTek JSC sent applications to the Ministry of Industry and Trade of Russia (dated 04/12/2021 and 06/02/2021), in which it asked the question of offsetting proceeds from the sale of similar products and having equal technical characteristics with the products that were produced within the framework of a comprehensive the project “Development and organization of serial production of a spherical video camera for recording, broadcasting and publishing video images in 4K format with an overview in Z60” in the amount of 237,687,100 rubles.
As a basis, the Ministry of Industry and Trade was provided with a supply agreement No. 291119 (01) D with Concern Sozvezdie JSC.
Fortunately for the Ministry of Industry and Trade, the Expert Council of the Ministry discovered that the sold “similar” products, allegedly developed on the basis of the ELISE microprocessor of own production of ELVIS-NeoTek JSC, do not correspond to the technical characteristics and are not similar.
Commercial genius
And one more story. Over the entire period of RUSNANO’s investment in the creation of Russian VIP-1 microcircuits and ELSE microcircuits, multimillion sums have been spent. The projects were brought to a high degree of readiness, but, apparently, were not launched into “commerce” due to lack of money.
“Considering the fact that one of the shareholders of Senesys is Y. Petrichkovich, who was the director of JSC SPC ELVIS during the development of VIP-1 and held the position of Adviser to the General Director of JSC Elvis-NeoTek, it can be assumed that this made it possible to create side of JSC SPC “ELVIS” of the clone of the VIP-1 microcircuit called 1892VM14Ya.

By the way, the investment director of JSC RUSNANO Nail Ildarovich Gubaev, who was in charge of JSC ELVIS-NeoTek, changed his job after the change in the management of RUSNANO and the dismissal of Chubais. Since June 2021, Nail Gubaev has held the position of General Director of NeoTek LLC, a 100% subsidiary of ELVIS-NeoTek JSC.
The head of the Investigative Committee of the Russian Federation, Alexander Bastrykin, has repeatedly stated that “they are still coming up with complicated schemes, often misleading officials of the authorities, and for a long time remain unpunished. But the work of law enforcement agencies allows us to identify various violations and suppress them. “
However, judging by the facts revealed by the on-site tax audit, the regulatory authorities have already paid attention to this situation. We will follow the course of events.
