Where regions and state-owned companies spend the most money, analysts from the OTC.ru group of electronic platforms found out. They studied the data of the Unified Information System in the field of public procurement for 2021 and named the top 10 regions with the most active customers.

The study (available to RG) took into account the number of procurement notices and the amount of estimated costs. It is determined by the initial maximum contract prices. At the same time, purchases were considered both under 44-FZ (purchase of goods, works and services for state and municipal needs), and under 223-FZ (expenses of state corporations and state-owned companies).

In total, in 2021, according to the Unified Information System, 3.3 million public procurements worth 27.2 trillion rubles were made across the country. If we take Moscow and St. Petersburg out of the brackets, then the number of purchases under 44-FZ and 223-FZ will be 2.7 million, and the amount of the initial maximum price will more than halve – to 10.7 trillion.

“Under federal law No. 44-FZ, budgetary funds are spent. In those regions where there are more of them, respectively, there are more purchases – both in quantity and in terms of” money supply “, – Sergey Serdyukov, deputy commercial director of the OTC.ru group, explained “Moscow and St. Petersburg are leaders in terms of the amount of budgetary funds allocated for their provision. Therefore, we did not consider them on an equal basis with other regions and excluded them from the rating.”

And then the Moscow region became the leader of the rating in terms of the total number of contracts under the 44th and 223rd Federal Laws. 127,000 purchases were made here last year. In second place is the Krasnodar Territory (115.7 thousand purchases), in third place is the Sverdlovsk Region (almost 95 thousand).

Next on the list are the Novosibirsk Region and the Krasnoyarsk Territory, the Chelyabinsk Region and Tatarstan, the Rostov Region and Bashkortostan, as well as the Khanty-Mansiysk Autonomous Okrug.

In terms of the total amount of the initial maximum contract price for 2021, the Moscow region again excels – there state customers and state-owned companies placed orders for 815 billion rubles. The second result is in Tatarstan (532 billion), the third – in the Krasnoyarsk Territory (421 billion).

The Yamal-Nenets Autonomous Okrug, the Sverdlovsk Region, the Krasnodar and Primorsky Territories, Yakutia, Bashkortostan and the Murmansk Region can boast of purchases of 300 billion or more billion (according to the initial maximum price).

If we take separately purchases under 44-FZ – that is, state and municipal orders – then the most active region outside the capitals will be Kuban. Almost 88,000 public procurements were made there in a year. For comparison, there were 77,000 of them in the Moscow region, and a little less than 71,000 in the Novosibirsk region. But the monetary volume of Krasnodar purchases – about 208 billion – is by no means a record. In the Moscow region, the amount approached 550 billion, in Tatarstan it exceeded 243.

In terms of the number of purchases made by state-owned companies, the Sverdlovsk Region, the Moscow Region and Tatarstan stand out. In total – Tatarstan (289 billion rubles), the Moscow region and the Krasnoyarsk Territory (266 and 259 billion, respectively). Also in the top 10 in terms of the initial maximum price for state-owned companies are the Murmansk Region, Primorsky Territory, the Yamalo-Nenets Autonomous Okrug, Yakutia, the Sverdlovsk Region, Bashkortostan and the Krasnodar Territory.
