In half a century, life expectancy has increased by over ten years but we have not come to terms with the load of needs that longevity carries with it. In fact, in the third age there are not only one or more chronic diseases to be treated but also a progressive loss of the ability to take care of oneself, which often requires continuous assistance. In Italy, Istat notes, about one third of the over 75 (i.e. over 2.7 million people) have severe motor difficulties and comorbidities such as to compromise autonomy in normal daily activities, such as walking, getting out of bed, climbing stairs, washing, cooking, or shopping. Furthermore, 1.3 million of these elderly people do not receive adequate help. In such cases the family can apply for the attendance allowance, an economic contribution given by INPS, equal to € 522.10 per month for 2021, which can be spent to pay a caregiver or help the caregiver.

Who is eligible

The allowance is paid regardless of age and personal income. It is therefore also up to minors and disabled people between 18 and 67 years old, destitute or well off. The indispensable condition is to be recognized as total civil invalids (one hundred percent) and unable to walk without the permanent help of a companion or unable to take care of themselves and carry out everyday gestures independently. Compatible with work also intended for those who have a job, as well as for those who have never worked. It should not be confused with the ordinary disability allowance or the social security disability pension, in favor of people with reduced or absent working capacity due to infirmities and with certain contribution requirements, nor with the monthly allowance for partially disabled citizens, linked to income, let alone with the welfare disability pension, to which people who are always of working age but recognized as totally disabled and in a state of economic need are entitled to clear the field of the most common misunderstandings Angelo Moroni, vice president of the higher medical commission INPS (the advisory body that verifies the requirements to benefit from the service and produces medical-legal assessment guidelines).
