Overview

The overall objective of this framework is to support WHO and Member States in the meaningful participation of people with noncommunicable diseases, mental health conditions and neurological conditions (hereinafter referred to as “experienced individuals”) in the development and promotion of relevant policies, programs and services. This framework will contribute to an enhanced understanding of the principle of meaningful participation and related participatory approaches, know-how and procedures. This framework provides practical guidance and procedures to move from the intention of action to the activation of meaningful participation.

The aim of this framework is to guide people working in the Organization and in Member States to ensure their meaningful engagement with individuals with lived experience. The Organization will advocate for implementation at its three levels (HQ, Regional and Country Offices), provide technical assistance, operationalize the implementation process, and support Member States in implementing at the national level through established processes and procedures.
