After modernization, the rent increases. Often more than the heating costs go down. The tenants’ association and the Greens now want to change that.

Kis it still on the agenda or not? Whether the Bundestag will advise next week in the first reading on the controversial heating law by Economics Minister Robert Habeck (Greens) and Building Minister Klara Geywitz (SPD) is still an open question. The prerequisite would be an agreement between the coalition factions as to when and for whom the planned ban on new gas and oil heating systems should apply. What is emerging: The obligation to switch to renewable energy sources will probably not be quite as harsh as formulated in the draft law.

In the past few weeks, the main discussion has been about the additional costs that house owners will have to face if they are to install an electricity-driven heat pump in the future. From the point of view of the President of the Tenants’ Association, Lukas Siebenkotten, that’s not enough. “Unfortunately, tenant protection is scarce in the draft law,” he criticizes. In order to protect tenants from additional costs, the modernization levy would have to be reduced and rent increases after modernization would have to be capped at EUR 1.50 per square meter. Siebenkotten calls for a “binding reduction in energy costs” for tenants. If the amendment to the Building Energy Act is not tightened accordingly, the government will do tenants “a disservice”.
