Many union council chairmen in the country are currently absent from work consistently. In their place, the Divisional Commissioner or Deputy Commissioner can delegate financial and administrative powers to the panel chairman of the concerned Union Parishad in their respective jurisdictions for the continuation of public services.

Who will take charge in place of the absent UP chairmen

In the absence of the Panel Chairman or in case of any complication, the Divisional Commissioner or Deputy Commissioner shall continue the public service by delegating financial and administrative powers to the Upazila Executive Officer or Assistant Commissioner (Land) in their respective jurisdictions.

On Monday (August 19) a circular has been issued from the local government department.

It is said that recently it has been observed that some union parishad chairmen in the country are continuously absent from work. As a result, general activities of the Union Parishad including public services are being disrupted. To remove the difficulties arising, this order is issued—

1. As per section 33, 101 and 102 of the Local Government (Union Parishad) Act, 2009, the Divisional Commissioner or Deputy Commissioner can delegate financial and administrative powers to the panel chairman of the concerned Union Parishad in their respective jurisdictions to manage the work of the absent chairmen and continue public service.

2. In the absence of the panel chairman or if any complication is observed, the divisional commissioner or district commissioner applies section 101 and 102 of the law to his subordinate officers, such as upazila executive officers or assistant commissioners (land) and in applicable cases union parishads are operational. Keep up the public service.
