The population census conducted in 2019 helps to find an answer to this question to a certain extent, because the census counts both the permanent and current population. According to the methodology, the permanent population is the people who live permanently in the settlement in question, whether they are at home or not at the time of the census. The current population is all the people who are in that settlement at the time of the census, regardless of whether they live permanently or temporarily.
True, it is difficult to say that the figures revealed during the census fully reflect reality. For example, in the news published on the website of the Absheron District Executive Authority, it was stated that during the census, more than 510 thousand people live in the territory of the district. However, according to the census data, the population of Absheron region is 476,000 people. If there is a difference of 34,000 people between the two statements, this raises legitimate questions.
Most of the residents left Gakh district
It is clear from the information in the census that Gakh is the most abandoned district if the districts whose territory is subject to occupation are excluded.
