The oldest in the country, the All-Russian Physical Culture and Sports Society (VFSO) “Dynamo” was created in 1923 on the initiative of the staff of the OGPU (United State Political Administration). The first honorary chairman of “Dynamo” was the chairman of the department Felix Dzerzhinsky, then the general commissioner of state security Henrikh Yagoda.
Now the society includes 82 regional organizations, which are managed mainly by the heads of local structures of the FSB and the Ministry of Internal Affairs, and 14 numbered organizations of law enforcement agencies – FSB, FSO, Ministry of Internal Affairs, Ministry of Emergency Situations, etc., as well as Rosatom and Rosfinmonitoring. This is due to the fact that historically Dynamo was created for the development of service and applied sports – service dog breeding, martial arts, biathlon, and so on. The most titled club of the society is FC Dynamo-Moscow, which has won the USSR Championship 11 times, the USSR Cup six times and the Russian Cup once.
According to a Dynamo employee, the society mainly existed on donations. Some money comes from renting out real estate – small shooting ranges, etc.
Over the past few years, the VFSO, like the football club, has been living beyond its means. At the end of 2013, the company had a balance of 936 million rubles in its accounts, by the beginning of 2016 it had decreased to 309 million rubles. According to SPARK, in 2015 Dynamo received 171 million rubles from contributions from members of the society, donations and entrepreneurial activities, and spent at least 100 million rubles. more. In 2015, 109.5 million rubles were spent on targeted activities. The budget of Dynamo for 2017 has a deficit of 160 million rubles, Strzhalkovsky said in December. Expenses, excluding the Dynamo football club, are planned at 477 million rubles. Dynamo has already cut its staff from 180 to 114 people, their salary will be 91 million rubles, Strzhalkovsky added.
