And also, article 5 of the primer requires the civil guard to be “political without baseness”, which, qualified by law 2/86, comes to be like saying “political without a party” or, to avoid suspicion, political for the Body. If the first loyalty of the politician (with some exceptions) is his party, the only one of the guard is his Corps, his Civil Guard, since it constitutes his way of feeling and living. The only desire that moves him is that of service to Spain and the only ideology that guides him is that of the refrain of his anthem: long live Spain, the common Homeland and inheritance that we have to bequeath better than we receive it; long live the King, as a person and as a symbol of our political organization; long live order, as social peace that ensures the full exercise of rights and freedoms and the law as the maximum guarantee of our democracy”.

He added: “Let’s not fool ourselves, a high command of the Civil Guard has struggled enough with politicians of all stripes to know how to get along perfectly with them, and there are clear examples that this is the case (…) But we must fight for this. There has been a struggle and significant progress has been made, but we must insist until that goal is achieved. I think that after 179 years of training we will be able to govern ourselves without help. And it won’t be worse for us because when the Civil Guard starts a service, it knows how to finish it off successfully”.

Regarding the current situation that the Benemérita is going through, he pointed out, among other things that “serving the Civil Guard we are, said without arrogance, making the homeland, a task that is always necessary and even more so at this difficult crossroads in our history in which the lie , relativism and hedonism, installed in our society, stifle our traditional values ​​(…) the treatment received by the Civil Guard, which, because it is the incarnation of Spain, is the preferred target of its enemies. They shoot against the Corps to hit Spain. Offensive articles illustrated with photos of exemplary guards to confuse authorship, intrusion without visible response in the powers of the Corps, suppression of units as political paymentssubstitution of the Civil Guard in towns and cities not justified by necessity or by the results, continued decrease in the available staff, joyful announcements of withdrawal of units and troops by those who recently assassinated them, suggestion of corruption in the Corps to divert attention to one’s own, impunity for insults to the Corps, slander to its members from the same institutions, honorable and brilliant heads served on a platter to insatiable heroics, and many others”.

In this sense, he emphasized that “We are concerned that no one responsible comes out sincerely and gallantly in his defense. The hollow proclamations in this sense are immediately denied by reality. And I am not referring to the uniformed officers, of whose loyalty, commitment and competence we have no doubts, nor of their discipline (…) It is true that the Corps is not the only institution that suffers degrading treatment, but it is indeed the one in which The Spaniards are regarded for their proximity, rectitude and solvency and a minimal bankruptcy in their solidity would have a devastating effect on the hopes of society. That is why any hint of corruption of any of its members is so harmful and painful”. “We love our traditions because they express the depths of being Spanish and we resist that the progressive, the freak or the woke, who lack the authenticity of what is ours, blur the character that identified us as a nation,” he concluded.
