The convicted sex offender from Edenkoben failed to comply with the conditions several times, but he remained at large and is said to have kidnapped a ten-year-old girl. How could it come to this?

There was no doubt in the police and judiciary about the danger posed by the 61-year-old man: he was convicted of sexual offenses, including against children, most recently in 2008, and then committed a crime for serious bodily harm and fraud. For this he was imprisoned until July 14th. He resisted being put in an ankle bracelet when he was released. He was included in the police program for monitoring offenders at risk of reoffending in Rhineland-Palatinate.

He was contacted by officers 14 times in the nearly two months he was at large; partly in the form of threats. According to the police, he was monitored over long stretches. Nevertheless, he is said to have dragged a ten-year-old girl into his car in the Palatinate community of Edenkoben last Monday morning and allegedly abused her at another location.
