In a letter sent on Monday and consulted this Tuesday, August 13 by L’Express, the outgoing Prime Minister and President of the Party tú la République (EPR) launched an appeal for a transpartisan coalition to ruled the day after the legislative elections. “Pact action” has been proposed to the five leaders of the various parliamentary groups in the Assembly: Laurent Wauquiez (Republican Right), Stéphane Lenormand (Liot), Boris Vallaud (Socialists and relations), Cyrielle Chatelain (Ecology and society) and André Chassaigne (Democrat) and Republican Left).

That is, all the opposition forces in the Parliament, except three: the left-wing party La France insoumise, and the right-wing parties “A Droite” (AD, led by Eric Ciotti) and the national Rassemblement. The hand he stretched aimed to “overcome” political disagreements on the basis of six or seven major themes, although he excluded more than a third of the elected representatives of the Hemicycle.

The joys expand to be able to unite

He then listed six projects described as “priority”, on the basis of which the EPR group said it was ready “to start discussions”: “The restoration of our public accounts and the strengthening of our economy”, “security of our values, our secularism and the renewal of our institutions”, “the quality of French life: their purchasing power, their housing and their work”, “the environment”, “security” and “public services” with the importance of for “Education and health”.

In another mail discussed by BFMTV and speaking the same day to the leaders of the political parties (without the LFI, RN and AD), the general secretary of the Renaissance party, Stéphane Séjourné, mentions a seventh task: “military king”. Themes include a broad framework and consensus, with the idea of ​​finding echoes with the left and right.

In detail, a more fragmented system

In addition to its “pact of action”, the EPR group nevertheless concluded each theme with proposals for measures that already protected and further divided the political party: “reform the unemployment insurance”, introduce the “anti-tax golden rule- head”, “more than less. punishment for everyday incivility”, or even a call for “quick application of immigration law action”.

Together for the Republic also wants to convince the opposition parties. At the end of the letter, EPR said it was open “to discuss proposals” not included in the text. The document then lists several topics “likely to be the subject of discussions”, ranging from “the importance of penal policy” to “taxation of illegal profits or rents “. Likewise, Gabriel Attal affirmed that it is “healthy to have arguments and differences”, calling for them to “overcome” instead of “eliminating” them.

More broadly, the president of the EPR party called for avoiding political divisions “by closing to questions about people – “who”, before “what””. Regarding this statement, Gabriel Attal therefore seems to first want to agree on the same program before debating a common candidate to succeed him as Prime Minister. A choice that promises to be difficult, in the face of a growing National Assembly.

A call for unity without the union of the left

To justify this call for an official agreement, Gabriel Attal stated that his group is “the second largest in number in the Assembly”, after the National Rally and during the New Elite Front a total of 193 representatives, compared to 166 for the Coalition presidents and 142 for the far right.

The ability to unite behind the majority therefore promises to be complicated… What’s more, while Gabriel Attal chooses to sort the left-wing forces in the Hemicycle. Indeed, this call to overcome political divisions is addressed to a specific part of the Convention: “from the Republican left to the Republican right”. This policy therefore excludes both the extreme right and La France insoumise, the third largest party in the Assembly and the main initiative of the New Popular Front. A call similar to the guidelines for the suspension of votes between two rounds and which prevents ideological integration with other leftist parties.

And for good reason: since mid-July, the New Elite Front has secured a joint candidate for Matignon, Lucie Castets, on the basis of its own program. The latter himself addressed his priorities to representatives and senators on Monday in a letter signed by seven leaders of the left-wing parliamentary parties. If Emmanuel Macron rejects this proposal at the end of July, referring to “the middle of August”, the end of the Olympic competition should force the President of the State to make a decision.
