“This is an EXERCISE – FR-Alert test message from the Haute-Garonne prefecture. » This is the text of the SMS that all people who will be within the perimeter of the TotalEnergies fuel depot in Lespinasse, about twenty kilometers north of Toulouse, must receive this Wednesday, December 6 in the morning.

This false alert will be part of an exercise aimed at testing the Special Intervention Plan (PPI) of this classified site Seveso high threshold. It will also trigger, between 8:30 a.m. and 9 a.m., the warning siren, a sinister memory in the Pink City since the explosion of the AZF factory in 2001.

The other option, after the notification

“No particular action on the part of the population is expected,” specifies the prefecture. But the recipients of the SMS will have the privilege of participating “in the first experiment in France of geolocated SMS technology”, from FR-Alert device, being deployed since the end of June 2022. Only the “notification” technical option, propagated via communication antennas in the form of radio waves, had been tested until now, particularly in Loire-Atlantique.
