Lee, suspended from duty in as little as 3 days
With the opposition party saying, “The opposition party should take responsibility for the paralysis of the Korea Communications Commission”
The opposition parties, including the Democratic Party of Korea, announced on the 31st that they will propose an impeachment motion against Lee Jin-sook, the chairwoman of the Korea Communications Commission, on August 1st. They plan to report the impeachment motion at the plenary session on the 1st and vote on it within 72 hours after 24 hours according to the National Assembly Act. Accordingly, it appears that Chairwoman Lee will be suspended from her duties as early as 3 days after her appointment. This is the third time since the Yoon Seok-yeol administration that the opposition party has proposed an impeachment motion against the chairwoman of the Korea Communications Commission. The People Power Party protested, saying, “The opposition party should take responsibility for paralyzing the Korea Communications Commission.”
On the afternoon of the 31st, lawmakers from the Democratic Party and the Fatherland Innovation Party on the National Assembly Science, Technology, Information, Broadcasting and Communications Committee held a press conference at the National Assembly and announced their plan to introduce an impeachment bill immediately after Chairman Lee held a closed-door plenary session to discuss the appointment of directors of the Broadcast Culture Promotion Association, a major shareholder of KBS and MBC. They said, “Chairman Lee and Vice Chairman Kim Tae-gyu are holding a meeting at 5 p.m., before the (appointment) day has even ended, and are forcing the appointment of directors of KBS and the Broadcast Culture Promotion Association,” and “The Korea Communications Commission is a consensus-based organization and does not select candidates haphazardly.”
Democratic Party lawmaker Kim Hyun, floor leader of the opposition party, met with reporters after the press conference and said, “We will hold a general meeting of lawmakers before the plenary session on the 1st and propose the impeachment motion as a party position.” A Democratic Party floor member said, “A vote is possible from the 2nd, but considering the schedule of the national convention held over the weekend, there is a possibility that a vote will be held on the 3rd.”
The Democratic Party and other opposition parties claim that the fact that the KCC held its first meeting as a “two-person system” is grounds for impeachment. When they proposed the impeachment bill against former KCC Chairman Kim Hong-il, they also defined the KCC’s two-person system as an abuse of power in making important decisions. If the impeachment bill passes the plenary session, the chairman’s duties will be immediately suspended until the Constitutional Court makes its ruling.
On this day, the Democratic Party, along with civic groups, filed a complaint with the prosecution regarding the suspicion that Chairman Lee misused a corporate card while serving as the president of Daejeon MBC, while continuing a public opinion war claiming the unfairness of Chairman Lee’s appointment itself. Acting party leader and floor leader Park Chan-dae said at a Supreme Council meeting that he was “a ‘flawed appointment’ who lacks the qualifications, ability, and morality to perform public office,” and that “appointing someone who should be investigated and punished as the chairman of the Korea Communications Commission is making a mockery of the people.”
The People Power Party countered that the Democratic Party paralyzed the KCC. A ruling party official said, “The Democratic Party should take political responsibility for the KCC’s complete loss of function.” Another official said, “If the Constitutional Court later decides to reject the impeachment bill, the Democratic Party will face a backlash.”
The People Power Party’s National Defense Commission members held a press conference and urged, “Please cooperate in quickly recommending two opposition party candidates for the KCC and restoring the five-member KCC system.” The Democratic Party’s National Defense Commission member Choi Min-hee refused, saying, “President Yoon has not appointed a single opposition party candidate so far,” and “I will not recommend any KCC candidates.”
