The Minister of the Union, Kwon Young-sa, raised the invitation for dialogue between the two countries on the eve of the Chuseok holiday – one of the biggest holidays in the two Koreas. He said Seoul was willing to consider Pyongyang’s preferences regarding the timing, place and format of the talks.
