In Tamil Nadu, more than 15 thousand kanmais are maintained under the control of water resources department and 25 thousand kanmais are under panchayat. In order to improve the water supply of Tamil Nadu, the Department of Buildings was converted into Public Works and Irrigation into Department of Water Resources.

Although improvements to irrigation can be made continuously through this project, this also works within a certain circle. In terms of irrigation, if one cistern is full, it will continue to fill other cisterns through the other side. The banks of these will be strengthened from time to time. Kalungs will be properly maintained.

If there is a leak, it will be repaired immediately. Funds are allocated separately for these. They build barrages at unnecessary places and build them in substandard and unauthorized ways. Due to such wrong approach, the channel of water channels is blocked in some places and the irrigation of farmers is questionable. The Water Resources Department has a list of how much water should be released to which culverts with rainwater.

According to that list, when the panchayats are filled, the panchayats are in between, so it is not possible to fill them. In rural areas, the upper pool is under the control of the water resources department and the lower pool is under the control of the panchayat, so it is the farmers who are affected.
